SUBJECT:
Electric Irrigation Vehicle Procurement for Parks & Recreation Department — Agreement RECOMMENDATION:
Adopt a Resolution to approve an alternative purchasing procedure to approve a purchase contract with Terricorp, Inc. dba Kingsburg Truck Center for the purchase of one new 2022 Workhorse W4CC Utility Body Electric Truck in the amount of $206,217.16; establish a contingency reserve in the amount of $12,000; and authorize the Public Works Director to execute the purchase contract in substantially the form presented and issue change orders within the contingency reserve.
BACKGROUND:
The Public Works Fleet Division is requesting approval to purchase one (1) new 2022 Workhorse W4CC Utility Body Electric Truck for the Parks and Recreation Department. The Parks and Recreation Department oversees the irrigation of City- owned landscapes and fields throughout the community. Maintaining and repairing the City’s irrigation infrastructure is essential to sustaining healthy vegetation, supporting a vibrant environment, and enhancing the experience for both residents and visitors.
The Department is requesting the replacement of a 2008 F-350 gas-powered utility truck (Unit L70), which has reached the end of its useful life, with an all-electric equivalent. This irrigation service truck is essential for transporting long lengths of pipe, fittings, and a variety of tools, while also serving as a mobile workstation for staff conducting repairs on the City’s complex irrigation systems. The new vehicle will feature an extra-long utility body to accommodate extended pipe lengths, along with spacious compartments for tools and irrigation supplies. Built on an American-made, all-electric, zero-emissions platform, the replacement truck will enable the Parks and Recreation team to continue maintaining City landscapes efficiently, while eliminating greenhouse gas emissions and advancing the City’s environmental goals.
In alignment with City Council direction and the City’s Green Fleet Initiative, staff evaluated electric vehicle (EV) options during the procurement process to replace aging internal combustion engine vehicles with EVs or alternative fuel vehicles wherever feasible. The 2022 Workhorse W4CC Utility Body Electric Truck was identified as the preferred zero-emission replacement, meeting operational needs while advancing the City’s environmental and policy goals. This purchase also complies with current California Air Resources Board (CARB) Zero-Emission Vehicle (ZEV) regulations, which require that new internal combustion medium- or heavy-duty vehicle purchases be offset by the acquisition of a comparable electric or hydrogen-powered vehicle; the 2022 Workhorse W4CC Utility Body Electric Truck qualifies as such, with its electric propulsion system and medium-/heavy-duty classification.
In July 2025, the City obtained a quote for $206,217.16 from Terricorp, Inc. dba Kingsburg Truck Center, through Sourcewell. To ensure the City was receiving the most competitive price, staff also contacted two local vendors, Fairway EV and California Truck Equipment Co., for comparison.

Terricorp, Inc. dba Kingsburg Truck Center (Sourcewell) $206,217.16 Fairway EV (local vendor) $224,418.75
California Truck Equipment Co. (local vendor) $251,332.25 San Mateo Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve an alternative purchasing procedure when it finds doing so is in the best interest of the City. Sourcewell (formerly NJPA) is a government organization that solicits, receives, and reviews competitive bids for various specialty equipment, including the 2022 Workhorse W4CC Utility Body Electric Truck under Sourcewell Contract #032824-WKH. Sourcewell has conducted competitive, public bids to select vehicle vendors to achieve competitive pricing and has selected Terricorp, Inc dba Kingsburg Truck Center Therefore, the purchase of this 2022 Workhorse W4CC Utility Body Electric Truck from Terricorp, Inc. dba Kingsburg Truck Center is in the best interest of the City because the Workhorse Utility Body Truck is the recommended replacement for the existing 2008 F-350 gas-powered utility truck (Unit L70). The City may rely on bids obtained from Sourcewell because it has solicited, received, and reviewed competitive bids for the desired vehicle through its cooperative purchasing program.
Based on the above, staff recommends adopting a Resolution to approve an alternative purchasing procedure to approve a purchase contract for the purchase of one (1) new 2022 Workhorse W4CC Utility Body Electric Truck from Terricorp, Inc dba Kingsburg Truck Center in an amount not to exceed $206,217.16 and establish a contingency in the amount of $12,000 to allow for market fluctuations.
BUDGET IMPACT:
The purchase of the 2022 Workhorse W4CC Utility Body Electric Truck will be funded by the Vehicle and Equipment Replacement Fund. Sufficient funding is available for this purchase.
ENVIRONMENTAL DETERMINATION:
Adoption of a Resolution approving a purchase contract with Terricorp, Inc. dba Kingsburg Truck Center is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that the purchase of an electric truck to support irrigation systems maintenance will have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
