PREPARED BY: Public Works Department
MEETING DATE: December 01, 2025
SUBJECT:
28th Avenue Hillsdale Gap Closure — Amendment
RECOMMENDATION:
Approve Amendment No. 2 to the funding agreement with the San Mateo County Transportation Authority for the Hillsdale Caltrain Station Bicycle Access Gap Closure Project to extend the term through December 31, 2026, and authorize the City Manager to execute the amendment in substantially the form presented.
BACKGROUND:
In September 2020, the City submitted an application to the San Mateo County Transportation Authority (SMCTA) for the Measure A/W Pedestrian and Bicycle Program Cycle 5 Call for Projects. The application proposed improvements to the El Camino Real and 28th Avenue crossing for pedestrians and bicyclists through the Hillsdale Caltrain Station Bicycle Access Gap Closure project (Project). In December 2020, the City received notification that SMCTA had awarded $153,000 to design pedestrian and bicycle improvements between the existing 28th Avenue bicycle boulevard and the new Hillsdale Caltrain Station.
In September 2022, an agreement was awarded to Belleci & Associates, Inc. for design services, including community engagement. The agreement was amended in June 2023 to expand the project scope to include 28th Avenue from the Hillsdale Caltrain Station to East Kyne Street. Since awarding the design contract to Belleci & Associates, the project team has held multiple community meetings and advanced the design to 35% completion. Due to staff shortages and vacancies in the transportation section, the project is currently on hold.
In March 2024, Amendment No. 1 between SMCTA and the City was executed to extend the Cycle 5 grant to December 30, 2025. Due to ongoing staff shortages, the City and SMCTA have agreed to Amendment No. 2, which will extend the grant at no cost, to December 31, 2026, to complete the Project design.
Staff recommend approving this no cost amendment that will extend the use of the grant funds to December 31, 2026.
