Agenda Number: 1 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 25-10640 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: December 15, 2025
SUBJECT:

Bermuda Drive Bridge Replacement Project – Agreement
RECOMMENDATION:

Approve an agreement with Bureau Veritas North America, Inc. in the amount of $887,000 for inspection and materials testing services for the Bermuda Drive Bridge Replacement Project (Project); establish a contingency reserve of $89,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the agreement documents within the contingency amount.

BACKGROUND:

In 2008, the City applied for preliminary engineering funds through the Highway Bridge Replacement and Rehabilitation Program (HBRRP) to evaluate the condition of the Bermuda Drive bridge over Borel Creek and address structural deficiencies identified by the California Department of Transportation (Caltrans). Following approval of HBRRP funding in 2010, the City entered into an agreement with Biggs Cardosa Associates, Inc. (BCA) for preliminary engineering. Structural and seismic evaluations, which were completed in 2011-2012, recommended a full bridge replacement rather than a retrofit. Caltrans subsequently approved the revised project scope in 2017.

On May 21, 2018, City Council approved a professional services agreement for final design and environmental documentation with BCA. Design was completed in early 2025. The Project will reconstruct the deficient bridge to provide a safe and reliable route consistent with current design standards.

Due to limited in-house staffing resources to oversee construction and ensure compliance with federal and Caltrans requirements, the City issued separate Requests for Proposals (RFPs) in September 2025 – one for inspection and materials testing services, and another for engineering design services during construction (ESDC). These services are necessary to provide daily inspection, materials testing, and engineering oversight throughout construction. Proposals were evaluated based on qualifications and relevant experience. The ESDC agreement was approved by City Council on December 1, 2025.

To provide field inspection and materials testing support, staff recommends awarding an agreement to Bureau Veritas North America, Inc., the most qualified firm selected from the City’s September 2025 RFP. Based on their relevant bridge construction management experience and proposed scope, staff determined the firm is well suited to deliver the required construction management and inspection services for this project.

BUDGET IMPACT:

The project is funded through a combination of local and federal funds under the Bermuda Drive Bridge Replacement Project (462250) and Federal Project No. BRLS-5102(049). These funds will be used to award this agreement, as well as to establish the contingency reserve.

ENVIRONMENTAL DETERMINATION:

This Project is categorically exempt from CEQA, because it consists of the replacement or reconstruction of an existing structure where the new structure will be located on the same site as the structure replaced, and will have substantially the same purpose and capacity as the structure replaced. (CEQA Guidelines Section 15302.)
