MEETING DATE: December 15, 2025
SUBJECT:

Citywide Operations Management System – Amendment
RECOMMENDATION:

Approve Amendment No. 1 to the Master Services Agreement with OpenGov, Inc. to replace the Integration Toolkit product with the Asset Management Systems Integration product offered by OpenGov, Inc. in order to interface the City’s new Customer Relationship Management system with its existing operations management system; and authorize the City Manager to execute the amendment in substantially the form presented and to issue no-cost amendments as allowed within the agreement documents in substantially the form presented and to issue no-cost amendments as allowed within the agreement documents.

BACKGROUND:

In May 2016, the City purchased the Cartegraph Operations Management System (Cartegraph OMS) and contracted with Cartegraph Systems, LLC (Cartegraph) to implement and host the system. Cartegraph has since been acquired by OpenGov, Inc. (OpenGov). The selection was made by a multi-departmental committee that included staff from Public Works, IT, Parks and Recreation, Police, City Clerk’s Office, and the City Manager’s Office. This committee unanimously agreed that Cartegraph OMS would best serve the City’s operational field work needs. Staff have since moved all work order management for streets and traffic, the sewer collection system, parks and recreation, and facilities to Cartegraph OMS, and continue to use the system for these operational needs.

On May 6, 2019, April 4, 2022, and May 5, 2025, Council approved the three-year renewals of Cartegraph OMS with OpenGov based on the continued success of Cartegraph OMS and the continued need to serve City operations management functions. As part of the contract renewal in 2019, the City purchased an additional product called the Integration Toolkit, which allows the application programming interface (API) access to OpenGov for third party applications. During the City’s current Customer Relationship Management (CRM) implementation process with Catalis, it was identified that the more applicable product the City requires is the Asset Management Systems Integration, which is a separate OpenGov product.

The proposed Amendment No. 1 updates the software services included in the Order Form of the Agreement to replace the Integration Toolkit with the Asset Management Systems Integration product. There is no additional cost to the City for this exchange.

BUDGET IMPACT:

There is no budget impact associated with the approval of this Amendment No. 1 to the agreement. This agreement is funded by the Information Technology and Public Works departments with 25 percent of the total cost funded through Information Technology’s annual operating budget in the General Fund and 75 percent funded by Public Works’s operating budgets in the Sewer (50 percent), Solid Waste (25 percent), and Stormwater (25 percent) funds.

CITY OF SAN MATEO
ENVIRONMENTAL DETERMINATION:

Approval of Amendment No. 1 to the City’s Agreement with OpenGov, Inc. is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that the replacement of the Integration Toolkit with the Asset Management Systems Integration product to allow the City’s Customer Relationship Management software to interface with its existing management system may have a significant effect on the environment. (CEQA Guidelines Section 15061.)
