Local Roadway Safety Plan — Grant Acceptance, Appropriation, Budget Transfer, and Agreement RECOMMENDATION:

Adopt a Resolution to accept a Transportation Improvement Program Grant Award in the amount of $959,000, authorize an appropriation of $295,400 of the grant funding, and approve a budget transfer of $38,273 of the City’s Measure S funds from the Quick Build Mobility Program project account to the Local Roadway Safety Plan – Priority Package 1 project account in the Capital Project Fund; approve an agreement with CSW/ST2 for design engineering services in the amount of $247,574 for the Local Roadway Safety Plan - Priority Package 1 project; establish a contingency reserve in the amount of $50,000 for the agreement; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue amendments within the approved contingency amount.

BACKGROUND:

The City adopted its Local Roadway Safety Plan (LRSP) in May 2024 to establish a framework and process for identifying, analyzing, and prioritizing roadway safety improvements throughout the City. The LRSP is a community-driven and data- informed plan aimed at improving roadway safety performance. It provides a framework that prioritizes traffic safety improvements on city streets based on crash patterns, trends, and crash risk analysis. The City aspires toward zero fatalities and severe injuries by employing a Safe System approach, focusing on safe vehicles, speeds, road users, road design, and post-crash care. The LRSP was developed in collaboration with engineering, enforcement, education, equity, and emergency service strategies. The LRSP analyzed traffic safety performance, crash patterns, and recommended strategic and proven solutions to improve safety at priority locations. It includes focus areas and identifies high-priority locations based on crash history, stakeholder collaboration, and community feedback.

Following City Council direction from the May 2024 City Council meeting to prioritize implementation of the top 10 locations in the LRSP, staff pursued funding for those sites lacking allocated resources. Staff identified priority locations 1, 2, 4, and 6 as the highest-priority unfunded sites and developed LRSP - Priority Package 1 (Project), which includes the following intersections:
El Camino Real & 22nd Avenue
El Camino Real & 27th Avenue
Humboldt Street & Tilton Avenue
Humboldt Street & Indian Avenue
Humboldt Street & Santa Inez Avenue
Hillsdale Boulevard & Franklin Parkway/Highway 101 Ramps Hillsdale Boulevard & Norfolk Street
Pursuit of Funding
On December 9, 2024, City Council adopted a Resolution of Local Support (City Resolution No. 114 (2024)) authorizing the

CITY OF SAN MATEO
filing of an application for funding assigned to the Metropolitan Transportation Commission (MTC), committing any necessary matching funds, and stating assurance to complete the project.

In May 2025, the City was notified by MTC that it had been awarded $959,000 in federal grant funding through the Transportation Improvement Program (TIP) (MTC Resolution No. 4202, Revised). The funds are provided through the Surface Transportation Block Grant (STP), which requires an 11.47% local match totaling $124,248. These funds are programmed for preliminary engineering, construction, and construction engineering. On October 17, 2025, the TIP was officially amended to include funding for the project.

Proposal Results
A Request for Proposals (RFP) for the project was posted to the City bid/proposal page on October 15, 2025. A total of two (2) proposals were received prior to the close of the submittal period ending at 4:00 PM, November 5, 2025. Staff reviewed and scored the proposals based on the following criteria: quality and completeness; quality and effectiveness of the solution; experience and qualifications; proposer’s prior record with City or other municipalities; and the proposer’s ability to perform the work within the specified duration. Reviewers used the rubric described in the RFP to score the proposals. Per federal contracting requirements, proposal evaluations cannot consider price in the selection process. A summary of the proposal scoring results from the four reviewers is presented in the table below:

RANK CONSULTANT AVG TOTAL SCORE
1 CSW/ST2 71.50
2 SANDIS 69.00
Consultant interviews were conducted on November 17, 2025, to gather additional information and clarification on the consultants‘ experience and key staff. Based on a review of the proposals and interviews, staff selected CSW/ST2 as the preferred consultant. CSW/ST2’s extensive experience directly managing projects utilizing federal funding through the Caltrans Local Assistance Program was a key factor in differentiating their team from the other consultant and justifying their selection for this project.

Staff and the consultant team have identified some project tasks that Caltrans has a low likelihood of requiring as part of their approval process. Staff are requesting a contingency reserve of $50,000 to allow flexibility to quickly activate these tasks, should Caltrans determine they are required, to keep the project on schedule and complete all work (through construction) within the grant timeline.

BUDGET IMPACT:

The City was awarded funds on April 9, 2025, by MTC through a resolution revising the One Bay Area Grant (OBAG2) Program to program additional funds for Housing Incentive Pool (HIP) projects. The City has been awarded federal funds from the Surface Transportation Block Grant (STP) Program to complete all phases (design, environmental, and construction) of the LRSP Priority Package 1 (Project).

The City will accept $295,400 in HIP funding for Fiscal Year 2025-26 towards Preliminary Engineering and Design with a required local match of $38,273. For Fiscal Year 2026-27, the project will receive the remaining grant allocation $663,600 for Construction with a required local match of $85,977. The remaining grant funding and required match for Fiscal Year 2026-27 will be requested for appropriation through the annual budget development process of the Capital Improvement Program.

To meet the local match obligations for the Preliminary Engineering phase of the grant, staff has identified $38,273 of available Measure S funding from the Quick Build Mobility Program (Project No. 46R026) to be transferred to the Local Roadway Safety Plan – Priority Package 1 (46R033) project account.

With the acceptance and appropriation of the HIP grant funds to the Local Roadway Safety Plan – Priority Package 1 Project, there will be sufficient funds available to award this agreement to CSW/ST2 for design engineering services and

CITY OF SAN MATEO
establish the requested contingency reserve.

ENVIRONMENTAL DETERMINATION:

This Project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
