FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: January 12, 2026
SUBJECT:
Citywide Facilities Condition Assessment Project — Budget Appropriation RECOMMENDATION:
Adopt a Resolution to authorize a supplemental budget appropriation in the amount of $25,000 from the unassigned General Fund balance in the Capital Project Fund to the Citywide Facilities Condition Assessment Project in order to address additional work.
BACKGROUND:
The City's property portfolio includes over a hundred buildings of varying types, ages, and conditions. To optimize resource use, the Public Works Department Facilities Division created a Citywide maintenance program and assessed each facility individually, identified potential issues based on their physical condition, and prioritized repairs according to the severity of deficiencies using a weighted scoring system.
The Facilities Condition Assessment (FCA) evaluated and documented the physical condition of the City's buildings, which included their structures and systems. This was achieved through a review of existing documentation, consultations with City staff, and on-site inspections of each property. A comprehensive report was produced, detailing the probable cost to address any significant physical or design deficiencies identified during the assessment.
In addition to the core building evaluations, the assessment also identified areas requiring more specialized investigation that extended the overall scope of work. These included Hazardous Materials Sampling to determine the presence of asbestos, lead-based paint, or other regulated substances, as well as more in-depth studies of structural roof components at specific facilities where initial observations suggested potential concerns. Based on input from the City’s current on-call professional services consultants who provided preliminary cost ranges using recent project data, typical sampling protocols, and anticipated labor and testing requirements, staff estimates $25,000 is needed to complete these supplemental investigations. This figure reflects the consultants’ professional judgment regarding the effort, materials, and analysis needed to thoroughly evaluate conditions not fully captured through visual inspection alone. These supplemental tasks will provide a deeper understanding of potential risks and remediation needs, ensuring that all areas of concern are comprehensively assessed and appropriately addressed.
Public Works is requesting a total appropriation of $25,000 to cover the costs of the supplemental work.
BUDGET IMPACT:
Approval of the proposed resolution will authorize an appropriation of $25,000 from the General Fund's unassigned fund balance in the Capital Project Fund to the project, in order to fund the additional assessment work necessary for the Citywide Facilities Condition Assessment Project (46F030).
