Sewer Flush Truck Replacement and Stormwater Combination Truck Procurement — Agreements RECOMMENDATION:

Adopt a Resolution to approve an alternative purchasing procedure and approve purchase contracts with U-Rock Utility Equipment LLC, for the purchase of one (1) new Sewer Equipment Co. of America Model 800-HPR ECO Series IV Flush Truck in an amount not to exceed $379,037.46 and one (1) new Sewer Equipment Co. of America (SECA) SECA 900 ECO 6 YD Combination Truck in an amount not to exceed $640,075.14; establish a contingency reserve in the amount of $25,000.00; and authorize the Public Works Director to execute the agreements in substantially the form presented and issue change orders within the contingency amount.

BACKGROUND:

The Public Works Field Maintenance Division is responsible for the maintenance and repair of 250 miles of City sewer and 130 miles of storm infrastructure. Routine sewer and storm system maintenance and repair are essential to ensuring a safe and healthy environment for residents and visitors, along with the surrounding natural environment. A key tool for maintaining the sewer infrastructure is the use of a flush truck which injects high pressure water into the system to clear obstructions and remove debris. For the storm infrastructure, an essential asset is a combination truck, which uses high pressure water to clear obstructions but also has a specialized vacuum system to remove debris. By utilizing these specialty equipment trucks, City crews ensure that stormwater can flow freely while preventing debris and contaminants from entering and polluting the Bay.

The Public Works Field Maintenance Division has requested replacement of unit T57, a 2008 Ford F650 sewer pipe cleaning truck which has exceeded its useful life. Staff researched several manufacturers of sewer-cleaning equipment and coordinated demonstrations of selected models, which were attended by a delegation from the City Field Maintenance and Fleet staff. Through this process, staff identified Sewer Equipment Co. of America (SECA) Model 800-HPR ECO Series IV Flush truck (flush truck) as a preferred replacement for unit T57. The flush truck received high marks for low investment cost (compared to similar models), safety, and vehicle agility, as well as the ease of use and maintenance of the flush truck equipment. Sufficient funding is available in the Vehicle Equipment Replacement Fund for this purchase.

The Field Maintenance Division is also requesting the addition of one Stormwater Infrastructure Maintenance Truck to support the maintenance and repair of the City’s stormwater infrastructure. In recent years, the City has experienced an increase in both the intensity and frequency of storm events. In response, the City has expanded its dedicated Stormwater team to better meet operational demands. Staff researched several manufacturers of sewer-cleaning equipment and coordinated demonstrations of selected models, which were attended by a delegation from the City‘s stormwater team as well as Fleet Department staff. Through this process staff identified Sewer Equipment Co. of America (SECA) SECA 900 ECO 6 YD Combination Truck (combination truck) as a preferred addition to the fleet. The combination truck received high marks for low investment cost (compared to similar models), safety, vehicle agility as well as the ease of use and

maintenance of the Flush Truck and vacuum systems. Funding for this procurement has been allocated within the City’s Storm Fund budget.

In alignment with City Council direction and the City’s Green Fleet Initiative, staff evaluated electric vehicle (EV) options as part of the procurement process, aiming to transition from internal combustion engines to EVs or alternative fuel vehicles where feasible. As there is no current EV equivalent available for either the flush truck or combination truck, diesel internal combustion powered vehicles have been selected that the City will operate on renewable diesel. Renewable diesel is an alternative fuel that burns cleaner than conventional petroleum diesel and helps to aid in the reduction of fossil fuel dependence. Additionally, the California Air Resources Board (CARB) Zero Emissions Fleet Program requires the offset of each new internal combustion-powered truck with one electric powertrain truck. The Public Works Field Maintenance Division has met CARB criteria for these purchases with the recent deployment of unit L79, a 2025 Ford Lightning electric truck and the Global EV Street Sweeper approved by Council on November 18, 2024, and expected to be delivered in Spring 2026.

Staff utilized Sourcewell pricing for the purchases of the flush truck and combination truck. San Mateo Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve an alternative purchasing procedure when it finds doing so is in the best interest of the City. Sourcewell is a government organization that solicits, receives, and reviews competitive bids for various specialty equipment, including the flush truck and combination truck. Sourcewell has conducted competitive public bids to select vehicle vendors to achieve competitive pricing and has selected U-Rock Utility Equipment LLC and awarded Sourcewell Contract #101221-SCA. The City may rely on bids obtained from Sourcewell because it has solicited, received, and reviewed competitive bids for the desired flush truck and combination truck through its cooperative purchasing program. Through this pricing structure, the City realizes cost savings off manufacturer’s suggested retail price. Based on the above, staff recommends the purchase of this SECA Model 800-HPR ECO Series IV Flush Truck and SECA 900 ECO 6 YD Combination Truck from U-Rock Utility Equipment LLC and establishing a contingency reserve of $25,000 to allow for price fluctuations from market instability.

BUDGET IMPACT:

Sufficient funding is available in the Vehicle and Equipment Replacement Fund for the flush truck purchase and within the Storm Fund for the combination truck purchase.

ENVIRONMENTAL DETERMINATION:

These purchases are not a project subject to CEQA, because it can be seen with certainty that they will not cause a physical change in the environment. (Public Resources Code Section 21065.)
