FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: January 26, 2026
SUBJECT:

Underground Flow Equalization System Odor Control System Temporary Rental — Change Order RECOMMENDATION:

Approve an increase to the rental agreement with PureAir Filtration for the Underground Flow Equalization System (UFES) temporary odor control system rental in the amount of $22,000, for a total amount not to exceed $120,000; and authorize the Public Works Director to execute the change order in substantially the form presented.

BACKGROUND:

The Wastewater Treatment Plant (WWTP) oversees the operation of UFES, which is a critical component in San Mateo’s storm water and sewer system management plan to prevent sanitary sewer overflows along the Delaware corridor. To meet air quality emissions permit requirements during operation, the UFES facility is required to process air and gases through a foul air (FA) fume scrubber at all times.

Due to damage to the existing FA system, the UFES facility could not be operated as constructed. A rental FA system was procured and installed in early November. The existing UFES FA system is manufactured by PureAir Filtration LLC, which is also the provider of the portable rented FA system, which is the same design as the approved, installed system.

Staff recommends approving an increase to the rental agreement and authorizing the Public Works Director to execute the associated change order (Attachment 1) to keep the FA system in place until the installed system can be repaired and is functional, which is anticipated to be in late March 2026. The original rental was authorized on October 24, 2025, for an amount not to exceed $98,000. The additional funds in the amount of $22,000, for a revised budget of $120,000, will allow for the costs of the rental FA system through March 2026, and to allow for any needs beyond the quoted amount to cover any unforeseen costs such as additional work hours, mobilizations, repairs, or materials.

BUDGET IMPACT:

Sufficient funds are available in the WWTP operating budget in the Sewer Fund to cover the cost of this increase.

ENVIRONMENTAL DETERMINATION:

This change order is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
