Agenda Number: 6 Section Name: CONSENT CALENDAR Account Number: CC_0610 File ID: 26-10811 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: January 26, 2026
SUBJECT:

Revisions and Retitle of Crime and Intelligence Analyst Position — Approval RECOMMENDATION:

Adopt a Resolution to revise the Crime and Intelligence Analyst job specification and retitle as the Real Time Information Center (RTIC) Coordinator position, located in the Police Department.

BACKGROUND:

In October 2024, the Police Department launched the Real Time Information Center (RTIC) to serve as a centralized hub for utilizing live camera feeds, data platforms, and advanced technologies in support of field operations. Since its inception, the RTIC has quickly demonstrated its value, relying on a combination of overtime staffing and light-duty officers to ensure coverage. The RTIC has now reached a stage where clear oversight, consistent management, and strategic direction are necessary. As a result, there is an operational need for an RTIC Coordinator to ensure efficiency and long-term success of this centralized center.

In August 2025, the Crime and Intelligence Analyst resigned, creating a vacancy. There is only one position in this classification. Since then, newly acquired technologies have significantly mitigated the operational gaps traditionally filled by an analyst, shifting the Department’s needs from crime analysis to overall coordination of the RTIC.

After a thorough review of the classification and operational needs, the Police Department and Human Resources Department recommend the Crime and Intelligence Analyst classification be revised to reflect the duties and responsibilities of a RTIC Coordinator.

BUDGET IMPACT:

There is no fiscal impact as RTIC Coordinator would assume the same salary range and exempt status currently allocated to the vacant Crime and Intelligence Analyst classification.

ENVIRONMENTAL DETERMINATION:

This reclassification is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
