MEETING DATE: January 26, 2026
SUBJECT:
Lakeshore Park Batting Cage, Ball Fields, and Concession Building – Lease Agreement RECOMMENDATION:
Approve a five-year lease agreement with San Mateo National Little League for the batting cage, ball fields, and concessions building at Lakeshore Park, for the period of February 1, 2026, through December 31, 2031, and authorize the Parks and Recreation Director to sign the agreement on behalf of the City in substantially the form presented.
BACKGROUND:
San Mateo National Little League (SMNLL), which serves an average of approximately 350 youth participants per little league season, has been a long-time user of Martens Field in Lakeshore Park as its primary field and has operated a concession to help offset operating costs. In addition, SMNLL installed and continues to maintain the batting cage located at the field. The lease agreement (Att. 1) continues the current operating relationship with SMNLL for use of these facilities. This lease agreement enhances community engagement through sport, provides a popular recreational service for San Mateo youth, and contributes to the effective utilization of City Park facilities. The terms and conditions of the lease agreement are consistent with those of other youth sports organizations that operate in local parks, such as San Mateo American Little League at Trinta Park, and with San Mateo Youth Softball Association’s at Chanteloup Field in Beresford Park.
Key Provisions of the Lease Agreement:
Term and Premises: Five-year lease from February 1, 2026 through December 31, 2031, for use of the batting cage, concession building, and designated ball fields at Lakeshore Park. Use and Operations: The League is authorized to operate youth baseball practices, games, and concessions. The batting cage remains City property and must be made available to other City-approved youth sports organizations upon request, with League use having priority. Facility use, hours, amplified sound, and operations must comply with City regulations and good-neighbor practices.
Maintenance and Repairs: The League is responsible for routine maintenance, cleaning, and upkeep of the batting cage, concession building, and grass infield areas. Major repairs remain the responsibility of the City, with required notification by the League.
Risk Management and Termination: The League must meet City insurance and indemnification requirements. The City may terminate the lease for cause or for convenience with 30 days’ written notice.
Concession Provisions:
Exclusive Operator: The League is designated the exclusive concessionaire at Lakeshore Park pursuant to Government Code Section 51038.
Permitted Sales and Pricing: Concession operations are limited to food, sundries, souvenirs, and similar items, with pricing required to remain consistent with prevailing market rates as determined by the City. Use of Proceeds: A portion of concession revenues must be reinvested into approved improvement projects at
CITY OF SAN MATEO
Lakeshore Park.
Health and Safety Oversight: The City retains the right to suspend or close concession operations if health or safety concerns arise.
Other Provisions:
Security and Access: The League may not alter locks or security systems without City approval and must ensure City access at all times.
Improvements and Compliance: All League-initiated improvements require prior City approval and must comply with applicable codes, permits, and prevailing wage requirements. Inspection and Enforcement: The City retains inspection rights to ensure compliance with lease terms and applicable laws.
BUDGET IMPACT:
The League will be responsible for all applicable per player fees and seasonal permit charges in accordance with the City’s adopted fee schedule. The City will continue to provide water service to support field and facility use, while the League will reimburse the City for fifty percent (50%) of electrical costs associated with the premises, invoiced on a semiannual basis.
Overall, the agreement is structured to recover operational costs associated with League use while supporting youth sports programming and reinvestment in Lakeshore Park facilities.
ENVIRONMENTAL DETERMINATION:
This agreement is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)
NOTICE PROVIDED
