SUBJECT:
Ceremonial Street Naming Application Honoring Former Mayor Jerry Hill — Approval RECOMMENDATION:
Approve the application from Deputy Mayor Fernandez and Council Member Diaz Nash for the ceremonial street naming of O’Farrell Street to honor former Mayor Jerry Hill, consistent with the City’s Ceremonial Street Naming Policy adopted by Resolution No. 109 (2025).
BACKGROUND:
On November 17, 2025, the City Council adopted Resolution No. 109 (2025) (Attachment 1), establishing a policy framework through which the City Council may recognize individuals for outstanding contributions to the community through the designation of a ceremonial street name.
On January 6, 2026, the City Clerk’s Office received an application submitted by Deputy Mayor Nicole Fernandez and Council Member Lisa Diaz Nash, requesting ceremonial recognition of former Mayor Jerry Hill. The application was reviewed by the City Clerk’s Office and found to be substantially compliant with the eligibility and procedural requirements outlined in Resolution No. 109 (2025).
Consistent with the policy, the application included a written statement addressing the eligibility criteria, which require at least ten (10) years of community involvement, an extraordinary and sustained voluntary commitment to the community, or significant contributions to the City of San Mateo. The submitted statement summarized the proposed honoree’s public service, including service on the San Mateo City Council (including one term as Mayor), the San Mateo County Board of Supervisors, the California State Assembly, and the California State Senate.
The application proposes O’Farrell Street as the location for the ceremonial street designation. The policy specifies that ceremonial street names do not replace or modify the legal street name and are implemented through the placement of a ceremonial street sign topper. The policy further provides that ceremonial street names should generally be located on streets of civic or community significance. O’Farrell Street, immediately adjoining 20th Avenue, has served as a primary access corridor to City Hall since 1962.
If approved by the City Council, City staff will coordinate the fabrication and installation of the ceremonial street sign topper in accordance with the standards and placement requirements established in Resolution No. 109 (2025). In addition, staff will provide written notification to all residential and commercial properties located on the affected street block(s) in advance of installation.
The application requests that the ceremonial designation be installed for an indefinite duration, consistent with the policy framework.

BUDGET IMPACT:
The estimated cost for fabrication and installation of the ceremonial street sign topper is approximately $1,150. Sufficient funds are available within the City Council budget to cover these costs, as well as ancillary expenses associated with required written notifications and the coordination of a ceremonial unveiling event.

This ceremonial street naming application is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
