Citywide Tree Planting Services — Bid Rejection
RECOMMENDATION:
Adopt a Resolution to reject all bids received for the Citywide Tree Planting Services Project.
BACKGROUND:
On October 24, 2025, a Notice Inviting Sealed Bids was posted on the City’s website for Citywide Tree Planting Services. A total of three (3) bids were received by the submission deadline on November 14, 2025. The bid results are detailed below:

New Image Landscape Company $232,175.00
Loral Horticultural Services Inc. $240,675.00
West Coast Arborists $273,775.00
The Request for Proposals was posted to the City Bid Posting page; however, no posting was executed to provide notification via the local newspaper. A notice inviting sealed bids published in a local newspaper of general circulation is part of the Bid Notice Requirements of the City of San Mateo’s Purchasing Policy. Therefore, staff recommends rejecting all bids to allow for cancellation of the project. A subset of approximately 100 trees requested by homeowners through the Street Tree Planting program will be planted by April 2026.
BUDGET IMPACT:
There is no budgetary impact associated with this administrative action.
ENVIRONMENTAL DETERMINATION:
This item is not a project subject to CEQA, because CEQA does not apply to projects that are disapproved. (CEQA Guidelines Section 15270.)
NOTICE PROVIDED
All meeting noticing requirements were met.
