2033 La Salle Drive - Zoning Reclassification, Zoning Code Amendment, and Planning Application for an Early Childhood Education Center — Ordinance Adoption
RECOMMENDATION:
Adopt an Ordinance to approve a Zoning Reclassification from R1-B to R1-B/Q8, and a Zoning Code Amendment to provide development standards for an educational facility and find it exempt from CEQA pursuant to Section 15061(b)(3) (Common Sense Exemption).
BACKGROUND:
On January 12, 2026, the City Council introduced an Ordinance (Attachment 1) to approve a Zoning Reclassification from R1-B to R1-B/Q8 and a Zoning Code Amendment to establish development standards for an educational facility, and to find these actions exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) (Common Sense Exemption). Approval of the Ordinance ensures that the City’s Zoning Code provides clear and appropriate development standards for early childhood education facilities, supports the orderly development of community-serving uses, and allows future projects of this type to be reviewed and regulated in a consistent and transparent manner.
If adopted, the Ordinance will become effective 30 days after adoption.
BUDGET IMPACT:
No budget impact is anticipated as a result of this Ordinance adoption.
ENVIRONMENTAL DETERMINATION:
The Zoning Reclassification and Zoning Map Amendment are exempt from the California Environmental Quality Act (CEQA) pursuant to the Common Sense Exemption under CEQA Guidelines Section 15061(b)(3), as the action is administrative in nature and does not authorize or result in any physical change to the environment.
