Agenda Number: 5 Section Name: CONSENT CALENDAR Account Number: 18-6114 File ID: 26-10821 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: February 02, 2026
SUBJECT:
Senior Transportation “Get Around” Program — Amendment
RECOMMENDATION:
Approve an amendment to the agreement with Serra Yellow Cab of Daly City, Inc. for the Senior Transportation “Get Around” program to authorize an additional $200,000 for FY 2025–26, for a total amount not to exceed $950,000, and authorize the Director of Parks and Recreation to execute the amendment in substantially the form presented.
BACKGROUND:
The Get Around Program provides on-demand transportation services for qualified City of San Mateo residents aged 60 and over. Each month a rider is eligible for eight (8) one-way trips or four (4) round-trips to destinations within the cities of San Mateo, Burlingame, Foster City, Belmont, Hillsborough, San Carlos and Redwood City. Additional locations outside of the cities listed include the Veterans' Hospitals in Menlo Park and Palo Alto and Stanford University Medical Centers. All rides must begin or end in the City of San Mateo.
The City Council approved an agreement with Serra Yellow Cab of Daly City, Inc. on June 2, 2025, in an amount of $250,000, for a one-year term, with the option to extend via two (2) one (1) year extension for a total amount of $750,000.
The Senior Transportation “Get Around” program has been facilitated by the Parks and Recreation Department since January 1, 2018, and continues to grow exponentially, adding an average of 42 new riders per month. Currently there are over 2,000 San Mateo seniors signed up for the program. Rides in Quarter 1 of FY 25-26 reached 3,198, nearly 45% more than Quarter 1 of FY 24-25 which totaled 2,206. The current allocation of $250,000 will be exhausted in February 2026, and staff forecasts an additional $200,000 will be necessary to fund the program through June 30, 2026.
As of January 12, 2026, staff implemented a waiting list for new applications to mitigate the costs associated with adding new riders. Future funding opportunities and cost-saving measures continue to be evaluated to determine funding options to keep the program financially viable.
BUDGET IMPACT:
Funds from Parks and Recreation operating budget through salary savings will cover the additional $200,000 funding in FY 25-26.
ENVIRONMENTAL DETERMINATION:
This project is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment (Public Resources Code Section 21065.)
