2 CITY OF SAN MATEO
RESOLUTION NO. (2026)
APPROVING AN ALTERNATIVE PURCHASING PROCEDURE FOR AN AGREEMENT WITH THOR AUDIO SOLUTIONS FOR EVENT EQUIPMENT SERVICES IN AN AMOUNT NOT TO EXCEED $64,750.00 FOR FY2025- 2026
WHEREAS, the City of San Mateo entered into a contract on July 22, 2024 with Thor Audio Solutions to provide event equipment services and the contract; and
WHEREAS, the City of San Mateo the contract expired on December 31, 2025; and WHEREAS, the City’s original contract was for $95,000 and actual services rendered amounted to a total of $158,370.00. $93,620 of the original contract has been paid resulting in a $64,750.00 difference, due to additional events and stage requirements during this time period; and WHEREAS, the City requests additional contract authority from City Council in an amount not to exceed $64,750.00 for services rendered in fiscal years 2024-2025 and 2025-26; and WHEREAS, Municipal Code Sections 3.60.050(b) provides that exceptions to the City Council award procedures are possible if the Council makes a finding concurrent with the award that calling for bids for that particular agreement is impracticable, unavailing, or impossible; and WHEREAS, City staff recommends approval of the additional agreement with Thor Audio Solutions for services rendered during the contract term in an amount not to exceed $64,750.00.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS and RESOLVES that:
1. This agreement is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
2. Pursuant to Municipal Code Section 3.60.050(b), calling for bids would be impracticable, unavailing, or impossible because Thor Audio Solutions has already rendered services.
