STUDY SESSION

1. City Council " Blue Sky" Goal Setting Workshop
The City Council conducted a strategic priorities workshop. City Manager Alex Khojikian outlined the process and noted this was the first workshop held under the City's newly adopted Strategic Plan. With facilitation by Shawn Spano, Council reviewed the 2026 Strategic Plan, evaluated the existing 2025-26 Council Priority List, and provided recommendations to remove items or convert them to the Strategic Plan's SMART activities framework. Council then reviewed proposed 2026-27 departmental initiatives and discussed new priorities for 2026-27.

Council provided direction to staff on draft revisions and a proposed priority list. Staff will review each revision and evaluate resource investments. Staff will return with updates at a March 16 Study Session for public comment and further Council direction, with formal adoption anticipated at a future meeting in April or May 2026.

Council recessed from 11:13 am to 11:25 am; then broke for lunch at 12:15 pm and reconvened at 12:30 pm.

ADJOURNMENT — The meeting adjourned at 1:36 p.m.
