CEQA: This action is not subject to the California Environmental Quality Act (“CEQA”) pursuant to Section 15060(c) (2) of the CEQA Guidelines, because the activity, which consists of discussion of updates to the City’s Zoning Code but no actions or amendments, will not result in a direct or reasonably foreseeable indirect physical change in the environment; and Section 15060(c)(3), because the activity is not a project as defined in Section 15378 of the CEQA Guidelines, since it has no potential for resulting in a direct or indirect physical change to the environment.

PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made.

CEQA: The adoption of the 2023-2031 Housing Element Amendments are considered exempt under the “common sense” exemption under state CEQA Guidelines Section 15061(b)(3) because the project involves policies, programs, and actions to meet the City’s RHNA and AFFH goals that would not have any potential for causing a significant effect on the environment, and identifies programs and actions to remove constraints and promote affordable housing development.
