Agenda Number: 4 Section Name: CONSENT CALENDAR Account Number: 82-4681 File ID: 26-10849 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: February 23, 2026
SUBJECT:
Senior Center and Beresford Recreation Center Roof Improvements — Agreements RECOMMENDATION:
Award agreements to Bartos Architecture, Inc. and Stantec Consulting Services, Inc. for design professional services for the Senior Center and Beresford Recreation Center Roof Improvements Projects in amounts not to exceed $120,820 and $141,776, respectively, with contingency reserves of $12,000 and $14,000, respectively; and authorize the Public Works Director to execute the agreements in substantially the form presented and issue amendments within the respective contingency amounts.
BACKGROUND:
The Senior Center has served the community for over thirty years and the Beresford Recreation Center has served the community for over sixty years. Both facilities have roof systems that include flat gravel roofing and sloped wood shake shingles. Over decades of exposure to moisture, both the gravel and wood shake shingles at each facility have deteriorated, resulting in persistent leaks and ongoing maintenance challenges. Currently, multiple roof penetrations and areas of trapped moisture exist throughout the two facilities.
In Fiscal Year (FY) 2023–24, the City retained McGinnis Chen Associates, Inc. to conduct a Citywide roof assessment. The final report identified the Senior Center and Beresford Recreation Center, among other facilities, as posing risks due to compromised roof structures and recommended immediate corrective action. In response, the City established a Capital Improvement Program project for roof replacements in 2024 for the following facilities identified in the report: Central Recreation Center (FY 2024–25), Beresford Recreation Center (FY 2025–26), Senior Center (FY 2025–26), and City Hall (FY 2026–27).
In November 2025, staff issued a Request for Proposals (RFP) for remedial architectural services, including investigation, testing, design, construction documentation, bidding support, and construction administration. Six proposals were submitted in December 2025 and City staff evaluated them based on criteria including understanding of the project scope, experience with similar public-sector projects, and availability of qualified staffing. In January 2026, the City interviewed three firms and ultimately selected two: Bartos Architecture, Inc. for the Senior Center, and Stantec Consulting Services, Inc. for the Beresford Recreation Center.
Following the design efforts by both firms, staff anticipates securing building permits and awarding construction in early Summer 2026. Construction is anticipated to last approximately three months and must occur during dry weather.
Therefore, it is critical that design documents are completed and permits obtained in advance of the construction window.
Based on the above, staff recommends awarding agreements to both firms.
