Present: Mayor Loraine; Deputy Mayor Fernandez; Council Members Cwirko- Godycki, Diaz Nash, and Newsom.
AB 2449 Requests and Considerations for Meeting Participation by Teleconference due to Just Cause or Emergency Circumstances – there were no requests.
STUDY SESSION
1. Fiscal Year 2025- 26 Mid- Year Budget — Update
Abby Veeser, Finance Director, presented the Fiscal Year 2025– 26 mid- year budget update to the City Council.
Public Comment: Thomas Morgan asked whether previously reported State Controller findings regarding excess ERAF calculations had been resolved and whether any impacts to the City remained.
Councilmembers asked questions and discussed vehicle license fee ( VLF) revenue projections, volatility in real property transfer tax revenues, General Fund reserve policies, frozen positions and related cost savings, and ongoing regional advocacy efforts related to VLF funding. Staff also outlined the upcoming budget development schedule, noting that the Fiscal Year 2026– 28 Budget is currently being prepared and will be brought to the City Council for review, including a Budget Study Session and preview of the five- year Capital Improvement Plan on April 20, followed by the first public hearing on June 1 and the second public hearing on June 15. The City Council received the report and provided feedback to staff; no formal action was taken.
