SUBJECT:

Reclassification of Administrative Technician position to Housing Specialist II position — Approval RECOMMENDATION:

Adopt a Resolution to re-classify one Administrative Technician position in the Community Development Department (CDD), Housing Division to a Housing Specialist II position.

BACKGROUND:

The CDD Housing Division has four permanent positions, including one Housing and Neighborhood Services Manager, two Housing Specialists, and one Administrative Technician. Currently, the Administrative Technician position is vacant.

The Administrative Technician position has historically performed highly specialized tasks related to administration of the City’s Below Market-Rate (BMR) program along with other responsibilities that support the City’s housing programs. This is a public-facing position that requires a high level of customer service and responsibility for overseeing the City’s portfolio of 470 BMR units, including 334 rental units and 136 for-sale units, in addition to monitoring 1,300 deed-restricted affordable rental housing developed and managed by nonprofit affordable housing organizations. This requires knowledge of the City’s BMR policies, loan management, real estate transactions, and affordable housing regulations.

Given the specialized knowledge required and the level of responsibility associated with these duties, the Housing Specialist II classification better reflects the required duties and level of responsibilities to meet operational needs. The Housing Specialist II is the journey-level class in the Housing Specialist series and independently performs a variety of duties related to housing program implementation, grant and loan administration, and other housing and neighborhood service policy related work.

To more accurately align the classification with the work performed, the CDD and Human Resources Department are requesting to reclassify the position from Administrative Technician to Housing Specialist II. Reclassifying the position from Administrative Technician to Housing Specialist II will aid in recruitment of qualified candidates to fill this vacant position and provide technical support needed by the CDD Housing Division.

BUDGET IMPACT:

In the current fiscal year 25-26 CDD personnel budget, the Administrative Technician position is funded 85% from the General Fund (F100), 5% from the Low/Moderate Income Housing Asset Fund (F255), 5% from the Advanced Planning Fund (F225), and 5% from Construction Services Fund (F230).

It should be noted that the personnel budget for Housing Division positions, including the Administrative Technician, does not reflect the true funding distribution of each position. For example, the City’s share of HOME program administration funds from its participation in the HOME Consortium of San Mateo County (approximately $10,000 annually) offsets the

salary costs of the Administrative Technician position, as does a portion of the administration budget of the Community Development Block Grant (CDBG). These adjustments are made at the end of each fiscal year by the Finance Department.

The resulting distribution of costs is therefore less than 85% of General Fund each year.

The fully burdened annual cost of a Housing Specialist II is approximately $197,000 at Step 5, compared to approximately $177,000 at Step 5 for an Administrative Technician. Reclassification of this position from Administrative Technician to a Housing Specialist II would therefore result in an approximate $20,000 annual increase. Shifting from an Administrative Technician to the Housing Specialist classification allows for a greater percentage of restricted Housing funds, in particular the Low-Moderate Income Housing Asset Fund, to cover the cost of the position. Staff is currently in the process of shifting more of the cost distribution for all Housing Division positions into restricted housing funds which will reduce the burden on the General Fund in future years.

The monthly salary range for the Housing Specialist II position is $9,125.49 - $10,877.98. This compares to a monthly salary of $7,930.53 - $9,455.33 for an Administrative Technician position.

ENVIRONMENTAL DETERMINATION:

This reclassification is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that it would have a significant effect on the environment. (CEQA Guidelines Section 15378(b)(3).)
