Staff also clarified that while there are ongoing claims and disputes associated with the project, these do not impact the current estimated project costs, which are conservatively projected.

Council inquired about the timeline for reopening the recreational path, with staff indicating it is anticipated to reopen by the end of May 2026. Discussion also included potential future uses of project - related parcels, including opportunities for park amenities and identification of certain sites as potential affordable housing locations consistent with the Housing Element. Additionally, staff provided an update on the Peninsula Pure Water Project, noting that while the City remains engaged, participation is likely in a later phase, and staff are concurrently exploring local recycled water opportunities with regional partners. Council expressed appreciation for the progress made on the project and acknowledged the effective management of a large- scale infrastructure investment.
