Agenda Number: 16 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 26-10893 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: March 16, 2026
SUBJECT:
Citywide Street Reconstruction Phase 5 — Agreement
RECOMMENDATION:
Approve an agreement with Teichert Construction in the amount of $4,274,912; establish a contingency reserve in the amount of $855,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the contingency amount.
BACKGROUND:
The Citywide Street Reconstruction Phase 5 Project (Project) is part of the Public Works Smooth Streets Program (Program) and is in the final phase of the Program. The Project will repair approximately 2.7 miles of streets across 19 locations with an Engineer’s Estimate for the project of $6,500,000. Project locations are shown in the attached Vicinity Map (Attachment 2).
Due to the complex nature of the remaining street segments of the Program, the City issued a Request for Qualifications to pre-qualify contractors for the remaining phases of the Program in August 2021 and again in February 2023. In order to be on the pre-qualification list, contractors needed to show that they have experience with soft/compressible soils and bay mud, subgrade stabilization methods, ability to place significant asphalt tonnage in one project, and experience working on residential roads. They also needed to certify that they meet the typical contracting requirements for a public works project and a good safety record. During this process, the City pre-qualified four contractors. Implementing a pre- qualification list for the Program ensures the contractor that is awarded a particular phase of the Program has the experience and capability to execute the work efficiently with minimal impacts to the community.
In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for the Project, which was advertised on January 8, 2026. On February 5, 2026, four were received. The bids received are listed below in order of increasing bid amount.
Contractor Base Bid
Teichert Construction $4,274,912.00
DeSilva Gates Construction $4,973,973.00
Ghilotti Bros. Inc. $5,295,485.25
McGuire and Hester $5,732,898.00
After review of bid documents, staff determined that Teichert Construction is the lowest responsive, responsible bidder.
Therefore, staff recommends Teichert Construction be awarded this construction agreement. In addition, staff recommends a contingency of 20% be established given potential unforeseen subgrade conditions and complexity of the
CITY OF SAN MATEO
project.
Construction is anticipated to begin Spring 2026 and continue through Fall 2026.
BUDGET IMPACT:
Currently, there are sufficient funds in the Citywide Street Reconstruction Package 3 (Project No. 467773) project budget to award this agreement and establish the contingency reserve.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
