SUBJECT:
Citywide Capital Project Appropriation Amendments — Adoption RECOMMENDATION:
Adopt two Resolutions to adjust appropriations for certain Citywide Capital Improvement Program projects.
BACKGROUND:
As part of preparing for the development of the five-year capital improvement program (CIP) for FY 2026-31, staff within the Finance, Parks and Recreation, and Public Works Departments completed reviews of existing capital improvement projects. Staff identified several projects that needed some type of correction or an appropriation to balance the project due to updated costs and/or project timelines. At the same time, City staff identified certain high priority projects that needed additional funding within this fiscal year. This report summarizes the recommended appropriations and transfers to correct and balance existing projects and provide new funding to projects with immediate needs. All the proposed appropriation amendments are also listed in Exhibit A as part of the proposed resolutions (Attachments 1 and 2). Two resolutions are proposed to facilitate recusal of one Council member from voting on appropriations related to the Seal Point Park Replacement Well and a restroom remodel at Ryder Park due to the proximity of the Council member’s real property interest.
High Priority Projects
3 rd and Norfolk Traffic Signal - (Project 461214)
On January 13, 2025, City Council awarded a contract to improve safety at the intersection of 3rd Avenue and Norfolk Street. This project will modify the intersection of 3rd Ave. and Norfolk St. to improve pedestrian and bicycle safety, especially for people using the 3rd Ave. overcrossing of Highway 101. City staff is transferring about $213,000 in additional funds to this project from private developer contributions allocated for the work to be completed at this intersection from the E 3rd/Norfolk Intersection Reconstruction project (466608) and appropriating an additional $50,000 in Measure A funding. Complete Streets North Central - (Project #46r015)
At the February 2 City Council meeting regarding the Humboldt bike lanes, Council directed staff to proceed forward with two efforts. Staff is recommending the appropriation of $225,000 from the General Fund and $75,000 from Measure A to address the items listed below in Effort No.1 Effort No. 1 – To immediately implement speed calming improvements on Humboldt Street (per presentation), Streetlighting upgrades and exploration of a focused RPPP program Effort No. 2 – Explore whether converting Humboldt Street into a one-way street is feasible.
In addition, staff is recommending to appropriate $255,000 in General Fund to reimburse the project for the additional expenses that were incurred as part of the Humboldt Bike Lanes Alternative Project.
CITY OF SAN MATEO
Citywide Engineering and Traffic Survey Update – new project Staff is recommending an appropriation of $180,000 from the General Fund for a new project titled Citywide Engineering and Traffic Survey Update. This project will conduct comprehensive engineering and traffic surveys (E&TS) across San Mateo's roadways in compliance with the California Vehicle Code and the California Manual for Setting Speed Limits. This is a City Council priority which Public Works staff are targeting to complete by summer 2026.
Seal Point Park Replacement Well – new project
The City maintains a closed landfill that requires ongoing environmental monitoring in accordance with regulatory permits. The leachate monitoring well LW-4 is no longer functional preventing the collection of samples and measurement of leachate elevations. LW-4 is one of five wells used to monitor leachate conditions within the landfill, and its failure prevents monitoring in this area from being conducted in accordance with permit requirements. Replacement of the well is necessary to maintain ongoing leachate monitoring and program compliance. The project is a high priority and will involve properly removing the existing well casing and installing a new monitoring well nearby. This condition was not anticipated at the time of budget adoption and requires mid- year funding to address. The $60,000 in funding needed for this project will come from the Landfill Fund.
Clean-up Projects
Joinville Pool Assessment and Improvements (Project #46f037) This project was initially planned to implement capital improvements to the Joinville Swim Center including accessibility, interior, pool deck, mechanical, electrical, and plumbing improvements. An investigation of a leak in the pool shell revealed water infiltration at the bottom of the pool. The scope of the recommended additional exploratory work to further assess the leak and related impacts was beyond the scope of the project. Instead, the filtration system, pool heaters, and boilers were identified for replacement to extend the life of the pool through and a feasibility study is planned to develop a long-term solution for the site. This action will release $2,300,000 in General Fund funding from the project to align the budget with current anticipated funding needs. Enterprise Resource Planning Software (Project #200001) The implementation of the City’s new Enterprise Resource Planning Software (ERP) is complete. All the contract changes have been approved, but the final funding was never appropriated to the ERP project. This appropriates $390,676 to the project from the City’s Equipment Replacement Fund to balance and close the project. Police Department Roof Improvements (Project #46F027)
The completion of a new roof with positive drainage over the Police headquarters building exceeded the project budget by $21,242. This appropriates the remaining funding needed from the General Fund to balance and close the project.
Park Restroom Phase IV (Project #46F002) and Park Restroom Phase V (Project #46F015) The Park Restroom Phase IV and Phase V projects included restroom remodels at the Harborview, Ryder, Shoreview, and Lakeshore parks and were completed last fiscal year. The balancing adjustments to close these projects as part of the 2025-26 budget development process were incorrectly applied between these two projects.
This action releases $105,000 in excess General Fund funding from the Phase IV project and appropriates $104,999 in General Fund funding to the Phase V project to balance and close the projects. ADA Entry Compliance - Beresford (Project #460058)
The design and installation of a compliant ADA access route from the parking lot to the front door of the Beresford Recreation Center exceeded the project budget requiring additional funding. This appropriates $5,999 from the General Fund to balance the project.
Delaware Safe Routes to School Corridor (Project #46R022) This project is planned to improve the bike infrastructure from Pacific to 19th Avenue, an essential corridor to connect the community to schools, transit, and work along S. Delaware Street. The project is funded through a
CITY OF SAN MATEO
California Transportation Commission (CTC) grant and a local match of Measure A funding. The grant budget was incorrectly duplicated as part of the budget development process and this action reduces the CTC grant budget by $1,500,000 to align the budget with the approved grant allocation. Bermuda Drive Bridge Replacement (Project #462250)
This project will replace the existing Bermuda Drive Bridge in accordance with recommendations in the Caltrans bridge inspection report and upgrade the bridge to current standards. The project includes Federal Bridge Replacement and Rehabilitation funding through Caltrans in the amount of $6,564,689. This action increases the grant budget by $376,189 to align the budget with the approved total grant allocation. Basins 2 & 3 Collection System Improvements (Project #46s003) This correction updates a portion of the funding allocation to this project by reducing the funding from the Sewer Fund and increasing the allocation from the South Trunk Fee funding by $1,169,759.47. Hillsdale Corridor Improvements (Project #462249)
This project includes the design and construction of long-term improvements on the Hillsdale/US-101 bridge, including widening eastbound Hillsdale Boulevard from the easterly bridge deck to the US-101 northbound off- ramp. Additional private developer contributions for this project have been received but were not previously recognized in the project budget. As the overall project budget amount has not changed, this action will appropriate this $125,000 private developer contribution and will release budgeted Measure A funding from the project in a commensurate amount.
BUDGET IMPACT:
The adjustments to the Citywide capital improvement projects include changes to General Fund, Sewer Fund, Landfill Fund, Measure A, South Trunk Fee and private developer contribution funding sources as well as grant allocations. The changes overall release $1,612,760 to the General Fund which can be available for allocation as part of the upcoming five- year capital improvement program for FY 2026-2031.
ENVIRONMENTAL DETERMINATION:
This Resolution to adjust appropriations for certain capital improvement projects is not a project subject to CEQA, because it consists of a government fiscal activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).) Each individual project described in this Agenda Report and Proposed Resolution has/will be individually reviewed under CEQA.
