Agenda Number: 6 Section Name: CONSENT CALENDAR Account Number: 10-5112 File ID: 26-10955 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Police Department
MEETING DATE: March 16, 2026
SUBJECT:
Use of Office Space for Real Time Information Center — Agreement RECOMMENDATION:
Approve a license agreement with Franklin Templeton Companies, LLC, for occupancy of office space located at 1 Franklin Parkway in San Mateo, to support the expansion and continued operations of the Police Department Real Time Information Center in the amount of $1/month; and authorize the Chief of Police to execute the agreement in substantially the form presented.
BACKGROUND:
The Police Department has been steadily growing the operation of the Real Time Information Center (RTIC) over the past year. This significant investment in technology is actively transforming the way we serve the community and support field personnel. The RTIC provides for enhanced situational awareness, strengthens interdepartmental coordination, and improves response capabilities through real time monitoring and information sharing.
Since its inception, the RTIC has experienced significant growth in both operational scope and staffing. The existing workspace is no longer sufficient to accommodate the technology infrastructure, personnel, and equipment necessary to sustain and expand RTIC functions. As a result, staff have explored options for additional office space within close proximity to existing public safety operations. The global headquarters for Franklin Templeton Companies is located adjacent to Police Department. Franklin Templeton has a strong track record of supporting the City’s public safety objectives and community partnership efforts, and has offered the City use of vacant office space located at 1 Franklin Parkway, for a nominal cost of $1/month. The license agreement is on a month-to-month term, and may be terminated by either party with 30 days notice. The proposed space is within close proximity to current operations, minimizing disruption and maintaining operational efficiency. The license agreement will provide adequate square footage to accommodate current RTIC staff and equipment as well as anticipated growth; space for installation of desks, computer monitors, radio equipment and collaborative work areas; immediate availability; and a rate that represents a substantial cost savings.
The Police Department has been designated to receive funding in the amount of $550,000 from the United States Department of Justice Office of Community Oriented Policing Services FY2026 Technology and Equipment Program (TEP), and anticipates receiving these funds later this year. Staff intends to use these funds to outfit the RTIC space with desk workstations, computers, and any necessary radio and technology equipment. No General Fund appropriation is requested for furniture or equipment associated with the RTIC expansion.
BUDGET IMPACT:
The cost of the license can be accommodated within the Police Department’s current adopted budget appropriation.
