FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: March 16, 2026
SUBJECT:

Regional Measure 3 Funding Request — Approval
RECOMMENDATION:

Adopt a Resolution to authorize the City Manager to execute and submit an allocation request as required by the Metropolitan Transportation Commission (MTC) for $3 million in Regional Measure 3 (RM3) funds for 19th Avenue/Fashion Island Boulevard Multimodal Improvements Project and to designate the City of San Mateo as the implementation agency for the construction phase.

BACKGROUND:

The 19th Avenue and Fashion Island Boulevard Multimodal Improvements Project will deliver targeted congestion relief and safety enhancements along the corridor surrounding 19th Avenue and Fashion Island Boulevard in San Mateo. Key features include construction of a Class IV separated bikeway (protected, two-way bike lane) along the full corridor, connecting the Hayward Park Caltrain Station to the future SamTrans Mobility Hub at the existing Caltrans Park and Ride lot, as well as optimized signal operations to improve traffic flow and overall safety for all users.

This project aligns with and supports the broader goals of the US 101/SR 92 Mobility Hub and Smart Corridor Concept Plan.

Upon completion, it will become one of the City’s first major separated bikeway corridors, providing safe, low-stress travel options for people walking, biking, using transit, and driving. The bikeway improvements specifically aim to enhance conditions and safety near the freeway on-/off-ramps, incorporate protected intersections, and fill critical gaps in the existing bike network. These changes will improve travel times, remove barriers for pedestrians and cyclists, and advance multimodal access along this vital corridor linking San Mateo and Foster City.

Funding
The total project cost is estimated at approximately $29 million, with $26 million allocated to construction. The City has secured approximately $2.2 million in grant funds for the PA&ED (Project Approval & Environmental Document) and design phases, plus $23.1 million for construction. This includes the recently awarded $16.4 million in San Mateo County Transportation Authority (SMCTA) Highway Program funds. Based on the current secured funding, a remaining $3 million funding gap exists for the construction phase. As part of the SMCTA Highway Program funding recommendation, the Transportation Authority also recommended allocating $3 million in Regional Measure 3 (RM3) funds for the project.

To secure this $3 million in RM3 funds, the City—as the implementation agency—must adopt a Resolution authorizing the request to the Metropolitan Transportation Commission (MTC). The language and format of the Resolution is provided by SMCTA and MTC.
