• City of San Mateo (Implementing Agency)
b. Detailed Project Description (include definition of deliverable segment if different from overall project/subproject)
The project will provide congestion relief improvements surrounding 19th Ave and Fashion Island Blvd.
The project will construct a Class IV separated bikeway along the length of the corridor connecting the Hayward Park Caltrain Station and future proposed SamTrans Mobility Hub at the existing Caltrans Park and Ride lot and optimize signal operations to improve travel flow and increase safety. This project supports the broader goals of the 101/92 Mobility Hub and Smart Corridor Concept Plan. Once completed, it will be one of the City’s first major separated bikeway corridors, offering safe, low-stress travel for all users.
The bikeway improvements are intended to improve conditions and safety near the freeway on-/off- ramps, develop protected intersections, and fill in gaps in the existing bike network. Additionally, new pedestrian walkways will be installed to fill gaps in the sidewalk network, thereby improving travel times and removing barriers for people walking along the corridor. These efforts support the multimodal
Regional Measure 3 Initial Project Report
improvement of the corridor, relieving congestion in a key corridor connecting San Mateo and Foster City within the County.
c. Impediments to Project Completion
Because the corridor crosses over US-101 and parallels SR-92, the project requires approval from the California Department of Transportation (Caltrans) for the portions within State rights-of-way. Caltrans must approve the proposed changes to ensure they do not negatively impact the State Highway System (SHS). Work at the freeway ramps will require Caltrans’ review and approval of engineering evaluation reports and encroachment permits, which can introduce administrative wait times. Existing bridge structures limit the width available for new concrete sidewalks and Class IV separated bikeways over Seal Slough. Coordinating a design that meets both City of San Mateo multimodal goals and Caltrans’ safety standards for highway-adjacent structures is a technical challenge.
d. Risk Management (describe risk management process for project budget and schedule, levels of contingency and how they were determined, and risk assessment tools used) The most significant risk to the timeline is a delay in the Caltrans approval process or a late-stage design rejection from Caltrans. Caltrans may find that the proposed Class IV bike lanes or other operational elements create undesirable conditions for the freeway ramps. Mitigation for this risk includes early engagement with Caltrans to ensure "no surprises" during the final PS&E (Plans, Specifications, and Estimates) phase. The team will also use industry-standard microsimulation modeling to demonstrate that multimodal improvements will not result in "significant" Level of Service (LOS) degradation for State facilities. Additional time in the schedule has been assumed to accommodate potential revisions.
Public opposition to the reconfiguration of travel lanes or parking can stall a project indefinitely at the City Council level. Vocal residents or business owners may petition to halt the project, citing increased commute times or loss of access. To mitigate this risk, the team has developed "before and after" visualizations and data to demonstrate the operational and safety benefits from the project. Robust outreach and engagement efforts have also been used to ensure transparency with community members and to integrate early community feedback into the project.
e. Operability (describe entities responsible for operating and maintaining project once completed/implemented)
The City of San Mateo will be responsible for operating and maintaining the majority of the project area, including the traffic signals. The freeway ramps will be operated and maintained by Caltrans, per current maintenance agreements between the two agencies.

II. Project Phase Description and Status
a. Environmental/Planning Does NEPA apply? Yes ☒ No ☐ The project is seeking a categorical exception under NEPA and categorical exemption under CEQA. The project qualifies for a Class 1 Exemption pursuant to Section 15301 of the CEQA Guidelines as it meets the criteria for a Class 1 Existing Facility project.
The Preliminary Environmental Study was approved by Caltrans in March 2025. Additional documentation has been provided to Caltrans and are under review. NEPA and CEQA approval are anticipated by the end of April 2026.
b. Design
The 35% design plans were completed in spring 2025. Community feedback was incorporated as part of the 65% design plans. Additional community outreach and stakeholder engagement was conducted to seek feedback on the design plans. The 100% plans are currently being developed. c. Right-of-Way Activities / Acquisition
Utility coordination is ongoing. No acquisitions or temporary construction easements are anticipated.
R/W activities include preparing Caltrans exhibits and rights of entries (i.e. no fee letter agreements) to allow for conform-related improvements on private property. R/W certification is anticipated by Summer 2026.
d. Construction / Vehicle Acquisition / Operating
The project is on track for advertising in fall 2026 and start of construction by spring 2027.
