8 CITY OF SAN MATEO
RESOLUTION NO. ____ (2026)
REJECTING ALL BIDS FOR THE MARINA LAGOON SPOT DREDGING PROJECT WHEREAS, the Marina Lagoon Spot Dredging Project (Project) includes the targeted dredging of up to 2,000 cubic yards from areas where stream and stormwater runoff from where Borel Creek (19th Avenue Channel) and Leslie Creek (16th Avenue Channel) flow into Marina Lagoon; and WHERAS, work began on the design phase of the Project in April 2024; and WHEREAS, the City advertised the Project on January 15, 2026 in accordance with Section 3.60.040 of the Municipal Code; and
WHEREAS, two bids were received and opened on February 17, 2026 and both bids received were found nonresponsive; and
WHEREAS, pursuant to San Mateo Municipal Code section 3.60.040(a)(4), the City Council, at its discretion, may reject all bids received.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. This City Council action is exempt from CEQA review, as the targeted dredging of the Marina Lagoon of up to 2,000 cubic yards consists of a minor alteration to land where the maintenance dredging of land, water, and/or vegetation does not involved removal of healthy, mature, and scenic trees. (CEQA Guidelines Section 15304(g).) In addition, the targeted dredging of the Marina Lagoon is exempt from CEQA review as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
2. In accordance with the provisions of San Mateo Municipal Code Section 3.60.040(a)(4), all bids for the Marina Lagoon Spot Dredging Project are rejected.
