El Camino Real Streetlight Relocation Project — Bid Rejection RECOMMENDATION:
Adopt a Resolution to reject all bids received for the El Camino Real Streetlight Relocation Project and authorize the Public Works Department to initiate a second Notice Inviting Bids.
BACKGROUND:
The City owns and maintains the streetlighting system along El Camino Real. The El Camino Real Streetlight Relocation Project (Project) will enhance pedestrian access around seven (7) streetlight poles located between 22nd Avenue and 27th Avenue. The Engineer’s Estimate for the Project is $235,000.
In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for the Project.
A Notice Inviting Sealed Proposals was issued to advertise the Project on February 3, 2026. On the March 3, 2026, bid opening date, three (3) bids were received. Per the requirements specified in the Contract Book, bids were compared based on the total bid amount.

Bay Area Lightworks, Inc. $123,000.00
Columbia Electric, Inc. $298,792.50
W.R. Forde Associates, Inc. $327,000.00
Upon receiving bids, staff determined that the low bidder was non-responsive. In addition, the second and third bids are significantly higher than the engineer’s estimate. Therefore, staff recommends rejecting all bids pursuant to San Mateo Municipal Code section 3.60.040(a)(4). City staff will readvertise the Project immediately.
BUDGET IMPACT:
There is no budget impact for the rejection of bids.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA because CEQA does not apply to projects that a public agency rejects or disapproves. (CEQA Guidelines Section 15270.)
NOTICE PROVIDED
All meeting noticing requirements were met.
