PREPARED BY: City Clerk's Office
MEETING DATE: April 06, 2026
SUBJECT:

Deputy Mayor Request for Budget Reallocation for Events, Trainings, and Conferences Fiscal Year 2025–26 — Approval RECOMMENDATION:

Approve Deputy Mayor Fernandez’s request to re-allocate an additional $2,000 in existing Fiscal Year 2025–26 Council Member budget funds to Deputy Mayor Fernandez for events, trainings, and conferences through the remainder of the current fiscal year.

BACKGROUND:

The City Council Rules and Procedures establish that each Council Member is provided equal access to an annual budget allocation for events, trainings, and conferences. For Fiscal Year 2025–26, this allocation was set at $5,000 per Council Member.

The policy further provides that once a Council Member’s individual allocation has been fully expended, any additional funds may only be granted with approval from the City Council. The City Clerk’s Office is responsible for monitoring and tracking individual Council Member expenditures to ensure compliance with this policy.

In 2025, the City Clerk’s Office implemented an administrative tracking process that includes providing weekly updates to Council Members on their remaining balances. This process supports compliance with Council policy.

As of March 2026, Deputy Mayor Fernandez had expended the $5,000 annual allocation for Fiscal Year 2025–26.

Additional funds are requested to support continued participation in events, trainings, and conferences through the remainder of the fiscal year. The annual allocation will reset at the beginning of Fiscal Year 2026–27.

Council Member Cwirko-Godycki has expended less than $1,000 of her available $5,000 allocation, leaving a remaining balance of over $4,000 for the current fiscal year. The proposed action would allocate an additional $2,000 to Deputy Mayor Fernandez using available appropriations within the existing Council Member budget.

The Council’s Rules and Procedures allow for additional funds to be granted with City Council approval once an individual allocation has been exhausted. Any reallocation between Council Members requires Council authorization. This request is presented for Council consideration consistent with these provisions.

BUDGET IMPACT:

There is no net increase to the overall City Council budget. The requested $2,000 will be accommodated within the existing Fiscal Year 2025–26 Council Member budget appropriations.
