ESTABLISHING A COMPREHENSIVE FEE SCHEDULE FOR FISCAL YEAR 2026-2027 WHEREAS, the City reviews its Comprehensive Fee Schedule on an annual basis; and WHEREAS, it is the City’s policy and practice to establish service fees sufficient to recover its costs, including inflation, based on increases to the Consumer Price Index, the Construction Cost Index, and to eliminate or reduce fees that are obsolete, no longer applicable to services provided, or succeeded by state or county agencies; and WHEREAS, the increase to the Consumer Price Index from July 2024 to August 2025 is 2.5% and the Construction Cost Index is -0.12% from March 2025 to February 2026 and will be reflected in the fiscal year 2026-2027 budget; and WHEREAS, fee increases in excess of the 2.5% CPI factor are appropriate, when based on increases in the City’s actual costs or market analyses, as follows:
Park In-Lieu/Park Impact Fees
Various Golf Fees
Police Outside Detail Rates
WHEREAS, exceptions to reliance on the Consumer Price Index include the Wastewater Capacity Charge, Transportation Improvement Fees, and Commercial Linkage Fees, which are based on the cost of construction, and annual adjustments are therefore made in accordance with the San Francisco, CA Construction Cost Index; and WHEREAS, the Recreation Center Facility Staffing fees and any hourly surcharges shall not be charged to non- profits for neighborhood association meetings as approved by the Parks and Recreation Director, until such time as a City policy will be created to address this matter in more detail; and WHEREAS, in accordance with Government Code section 66016, the Council held a public hearing to consider these fee increases on April 6, 2026; and
WHEREAS, in accordance with Government Code section 66019, at least ten days prior to the public hearing, the City made data available to the public supporting the need for fee increases.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA HEREBY FINDS AND RESOLVES that:

1. The approval of a Comprehensive Fee Schedule is not a project subject to CEQA because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

2. The fees included in the Comprehensive Fee Schedule are approved.

3. All fees shall become effective July 1, 2026, except where otherwise noted.
