8 CITY OF SAN MATEO
RESOLUTION NO. ____ (2026)
AUTHORIZING A BUDGET APPROPRIATION OF $300,000 IN MEASURE S AND $95,0000 IN GENERAL FUND
TO THE MAIN LIBRARY LIGHTING CONTROLS UPGRADE PROJECT AND APPROVING AN ALTERNATIVE PURCHASING PROCEDURE TO AWARD A CONTRACT TO MCCLURE ELECTRIC, INC. FOR THE INSTALLATION
OF LIGHTING CONTROLS EQUIPMENT AT THE MAIN LIBRARY
WHEREAS, the Main Library is equipped with a Wattstopper lighting control system designed to automate and manage lighting through occupancy and vacancy sensors, daylight sensors, timers, switches, relay panels, and digital controllers, thereby reducing energy consumption, enhancing user comfort, and maintaining compliance with applicable energy efficiency standards, including ASHRAE 90.1 and California Title 24; and WHEREAS, many components of the existing Wattstopper lighting control system have exceeded their useful life and are now obsolete, resulting in recurring malfunctions reported by Library staff beginning in 2022, including lighting operating outside programmed schedules, failure to operate during normal business hours, and disruptions to integrated shade and window systems; and WHEREAS, following an assessment of the system, it was recommended that serviceable proprietary components such as sensors, timers, and switches be retained, while the failing lighting controls equipment be replaced; and
WHEREAS, in November 2024, the City retained an electrical engineer to prepare technical specifications for replacement of the lighting controls equipment consistent with the Library’s operational needs and user requirements; and
WHEREAS, in September 2025, the City issued a Request for Statements of Qualifications (SOQ) to select a contractor with demonstrated expertise in Wattstopper systems to collaboratively define the installation scope and approach, recognizing the specialized nature of the work and the need to minimize operational impacts within an active public library; and
WHEREAS, pursuant to San Mateo Municipal Code Section 3.60.070(h), the City Council may authorize an alternative purchasing procedure when it finds doing so is in the best interest of the City; and WHEREAS, a qualifications-based selection process is in the City’s best interest due to the complexity of the lighting control systems, the need for integration with existing infrastructure, and the importance of maintaining service continuity, safety, and patron experience during installation; and WHEREAS, additional funding will be needed to complete the installation of the control systems upgrade for the Main Library Lighting Controls Upgrade Project; and WHEREAS, sufficient funds are available in the Measure S and General Fund balances to satisfy the additional funding needs for the Main Library Lighting Controls Upgrade Project. 1 3

8 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS AND RESOLVES that:
1. This project is categorically exempt from CEQA as an “existing facility,” in that it consists of the repair and maintenance of an existing public structure involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
2. A budget appropriation of $95,000 from the City’s General Fund and $300,000 from Measure S funds to the Main Library Lighting Controls Upgrade Project (46f049) is approved.
3. The use of the Statement of Qualifications process to select McClure Electric, Inc. as an alternative purchasing procedure is approved as it is in the best interests of the City due to the complexity of the lighting control systems, the need for integration with existing infrastructure, and the importance of maintaining service continuity, safety, and patron experience during installation because it prioritizes technical expertise, performance, and risk management over lowest initial cost.
4. A construction contract is approved in the amount of $395,690, with a contingency reserve of $40,000, to McClure Electric, Inc. for the installation of lighting controls equipment at the Main Library.
5. The City Manager is authorized to execute the contract on behalf of the City.
6. The Public Works Director is authorized to issue change orders within the contingency amount.
