Subject: agenda item 13 City Charter Amendments
Dear Council

If appropriate to do here, I would like the Council to add language to allocate interest to General Fund Sub Funds. Currently this would impact Measure S, but should apply to all future revenue measure.

The reasoning behind this is a number of initiatives are multi- year commitments and funds are sitting idle
and related interest is going to the general fund.

In my opinion the general fund is annually over spending by the amount of interest earned on Measure S fund balance. Since the measure is to sunset and the city will not be able to replace these funds. In addition, pension obligations will continue and outlast this volatile revenue source.

In addition, I would like to request no funds from sales tax or other voter approved revenue measures be used to pay for overtime or vacaction buydowns. Voters are voting to tax themselves to make the City better not to be misled due to not knowing the internal workings of the City to funding item they would be against.
