Proposed Horizon Services Facility — Discussion
RECOMMENDATION:
Receive a presentation on the proposed Horizon Treatment Services facility at 101 N. El Camino Real and provide an opportunity for public comment. This item is for informational purposes only, and no action will be taken by the City Council.
BACKGROUND:
At the March 16, 2026, Regular City Council Meeting, the City Council directed staff to schedule a Special City Council Meeting to receive a presentation on the proposed Horizon Treatment Services facility at 101 N. El Camino Real and to provide the public with an opportunity to offer input.
The purpose of this Special Meeting is to facilitate an informative discussion for the community regarding the proposed project, including its scope, operations, and potential impacts. While the project is a County-sponsored initiative, the City Council is convening this meeting to ensure that residents have the opportunity to hear directly from project representatives and share feedback.
On March 25, 2026, at the direction of the City Council, City Manager Alex Khojikian extended invitations to participate in the meeting to representatives from the County of San Mateo and Horizon Treatment Services, including:
Noelia Corzo, President, San Mateo County Board of Supervisors or their representative Jaime Campos, Chief Executive Officer, Horizon Treatment Services or their representative Horizon Treatment Services was asked to provide a brief presentation outlining the proposed project and to be available to respond to questions and community input. As of Thursday, April 9, 2026, the City has received confirmation of participation from Horizon Treatment Services.
This meeting is intended to serve as an opportunity for information sharing and public engagement. The City Council will not be taking any formal action on this item.

There are no budgetary impacts associated with this discussion ENVIRONMENTAL DETERMINATION:
This discussion item is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
