FROM: Alex Khojikian, City Manager
PREPARED BY: City Manager's Office
MEETING DATE: April 20, 2026
SUBJECT:
1949 Pacific Blvd Public Utility Easement — Adoption
RECOMMENDATION:
Adopt a Resolution to grant a Public Utility Easement to PG&E at 1949 Pacific Blvd for electrical distribution service to support electric vehicle charging infrastructure and authorize the City Manager to execute the Grant of Easement in substantially the form presented.
BACKGROUND:
Electric vehicle charging infrastructure is necessary to support the City Council priority to electrify the City's fleet and in alignment with the City's Climate Action Plan to reduce greenhouse gas emissions from transportation. The Corporation Yard (Corp Yard), located at 1949 Pacific Blvd, was selected as one of the first locations to install electric vehicle (EV) chargers for fleet charging, and a total of six chargers are proposed to be installed. The six chargers will accommodate 12 EVs.
At the May 5, 2025, City Council meeting, the City Council approved the City‘s participation Pacific Gas & Electric's (PG&E's) EV Fleet Program, through which PG&E pays for and coordinates the design and deployment of service extensions from PG&E electrical distribution line facilities to the service delivery point for applicant-installed EV charging stations. PG&E proposed a service extension from an existing electrical distribution line facility located along Pacific Blvd to support the installation of the new EV chargers. To accommodate construction and maintenance related to the electrical service extensions, PG&E prepared a Grant of Easement, and the City's contracted Licensed Surveyor reviewed the plat and legal description for the Grant of Easement.
This proposed easement allows PG&E to excavate for, construct, reconstruct, install, replace (of initial or any other size), remove, maintain, inspect, and use facilities within the easement area. Staff recommends Council adopt the attached Resolution granting the proposed public utility easement with associated plat and legal descriptions to PG&E in order to construct the necessary electrical facilities to support the City’s proposed EV chargers.
BUDGET IMPACT:
There is no budgetary impact for granting the public utility easement. Through PG&E’s Electric Vehicle Fleet Program, PG&E will install to-the-meter infrastructure at no cost to the City. The behind-the-meter design and construction is funded by the Peninsula Clean Energy Member Agency grant that was accepted and appropriated at the December 9, 2024, City Council meeting. Additionally, the City will receive a vehicle rebate from PG&E at the close of the project.
ENVIRONMENTAL DETERMINATION:
CITY OF SAN MATEO
Approval of this public utility easement to PG&E is exempt from CEQA as the construction of a small structure, because it involves the installation of a utility service extension of a reasonable length to support the construction of proposed EV chargers at the City’s Corp Yard. (CEQA Guidelines Section 15303(d).)
