SUBJECT:

Integrated Supervisory Control and Data Acquisition System Evaluation and Improvement — Change Order RECOMMENDATION:

Approve a Change Order to the agreement with Partners In Control, Inc. DBA Enterprise Automation (also refer as Enterprise Automation LLC.) to extend the agreement term for an additional year for annual design, programming, configuration, installation, testing, and maintenance of the Integrated Supervisory Control and Data Acquisition system and to provide integration and programming services for the 3-Water/Ferric Project in an amount not to exceed $331,800, for a total revised agreement amount not to exceed $807,479; extend the term of the agreement through July 31, 2027; and authorize the Public Works Director to approve the change order in substantially the form presented and any additional change orders within the agreement amount.

BACKGROUND:

The Supervisory Control and Data Acquisition (SCADA) system allows staff to monitor and control processes at the Wastewater Treatment Plant (WWTP) and sanitary sewer and stormwater pump stations throughout the City’s sewer and stormwater systems. Previously, the WWTP and pump station SCADA systems were standalone but have recently been integrated and updated as part of the Clean Water Program (CWP). As a critical system for monitoring operations and receiving alarms, the SCADA system requires ongoing maintenance to ensure proper operation. In addition, after the integration, City staff identified additional critical functions that need to be integrated into the SCADA system, including alarm programming updates, required maintenance, repair, and system updates.

On October 31, 2023, the City executed the original agreement with Partners In Control, Inc. dba Enterprise Automation (EA) for $40,804 from a list of preselected vendors identified by staff able to provide integration and programming services for the CWP. The original agreement and scope covered sewer and stormwater collection systems scope of work to review and improve the Marina Lagoon Pump Station, including alarm programming updates. The agreement was executed to immediately begin the improvement of the Marina Lagoon pump station as soon as possible so that the changes needed could be implemented prior to the wet weather.

On November 6, 2023, Council approved Contract Change Order No. 1 to add $158,352 for a new total not-to-exceed amount of $199,156. Change Order No. 1 added WWTP SCADA system support, including scheduled maintenance and priority emergency access to EA engineers. The scope was expanded to include an evaluation and implementation of additional functionality improvements to the SCADA system at the WWTP. This agreement was to secure a second pre- authorized company familiar with the City’s programming standards when SCADA support and programming are necessary. Pre-authorization familiarizes the vendor with City design standards to allow them to program in the SCADA environment without causing unintended problems or catastrophic system errors.

On June 24, 2024, staff executed Contract Change Order No. 2 as a no-cost time extension extending the agreement term

CITY OF SAN MATEO
to July 31, 2025. On July 15, 2024, Council approved Contract Change Order No. 3 to add $151,523 for a revised not-to- exceed amount of $350,679 and extend EA’s scope to continue to provide the WWTP SCADA system maintenance support and improvement for Fiscal Year 2024-25.

On June 16, 2025, Council approved Contract Change Order No. 4 to add $125,000 for a revised not-to-exceed amount of $475,679 and to extend EA’s scope to continue to provide the WWTP SCADA system maintenance support and improvement for Fiscal Year 2025-26. The agreement date was extended to July 31, 2026.

On December 1, 2025, Council approved the construction agreement for the Annual Major Component (AMC) 3- Water/Ferric project (Project) with C. Overaa, Inc (Overaa). Overaa has started construction and the installation of equipment as of April 1, 2026. As part of this Project, the City is required to provide SCADA integration and programming services. Overaa has notified the City that these services are needed sooner than originally anticipated, as the Project is currently under construction. Therefore, timely provision of SCADA integration and programming services is urgent to support ongoing activities and maintain the Project schedule.

As provided above, EA is the City’s current SCADA system maintenance provider and performs system maintenance, troubleshooting, and repairs. Due to its familiarity with the City’s programming standards and existing SCADA infrastructure, EA is able to provide integration services efficiently and without disruption to City operations. Overaa has notified the City that these services are needed sooner than originally anticipated, as the Project is currently under construction. Therefore, timely provision of these services is urgent to support ongoing activities and maintain the Project schedule.

Based on the above, staff recommends approving a change order to the existing agreement with EA to extend the term by one year and to provide additional budget for two purposes: (1) ongoing annual SCADA maintenance support services in the amount of $146,554 for an additional fiscal year and (2) SCADA integration and programming services for the 3- Water/Ferric Project in the amount of $185,246, for a total amount of $331,800. This approach supports continuity of maintenance services, addresses critical project needs, and is the most efficient and beneficial for both the City and the WWTP.

Staff negotiated a fee of $331,800, for a total not-to-exceed agreement amount of $807,479, to complete the Project’s scope of services and to extend the contract to July 31, 2027. Staff finds this amount to be reasonable for the scope of services to be provided and intends to issue a Request for Proposals (RFP) in the coming fiscal year to secure support for these services starting in fiscal year 2027-28.

BUDGET IMPACT:

There are sufficient funds available in the CWP WWTP Annual Major Components (46t090) project budget for this change order.

ENVIRONMENTAL DETERMINATION:

On June 6, 2016, the City Council certified a Final Programmatic Environmental Impact Report (Final PEIR) (SCH No. 2015032006), which serves as the primary environmental compliance document for implementation of the Clean Water Program. On July 16, 2018, the City approved Addendum 1 to the Final PEIR, and on April 15, 2019, approved Addendum 2.

Services from EA to support the AMC 3-Water/Ferric Project are included in the Clean Water Program.
