FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: April 20, 2026
SUBJECT:

San Mateo County Community College District Use of Laurelwood Park – Agreement RECOMMENDATION:

Approve a License Agreement in the amount of $1.00 with San Mateo County Community College District to use Laurelwood Park Dam to conduct confined spaces training for students enrolled in the Fire Safety Academy; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.

BACKGROUND:

The San Mateo County Community College District operates a Fire Technology program at the College of San Mateo (CSM) campus. This program prepares students to meet the high standards required to pursue careers in the fire service as a firefighter or in related fire protection fields. Through the expertise of its faculty and exposure to professional fire service personnel, students receive training in current fire technology theories and techniques, firefighting skills, and emergency medical services.

The program is state-certified as an Accredited Regional Training Program.

As part of the Confined Space curriculum, students gain hands-on experience with confined space rescue techniques in a controlled training environment. For the past three years, CSM has worked with San Mateo Consolidated Fire (SMC Fire Department) to schedule use of Laurelwood Park Dam for this training twice a year. Because the SMC Fire Department is now an independent agency, it is appropriate for the City and the District to enter into a license agreement for use of the dam located at Laurelwood Park. Under the agreement, the San Mateo County Community College District will pay the City $1.00. The term of the License Agreement is five years.

BUDGET IMPACT:

There is no budget impact associated with this license agreement.

ENVIRONMENTAL DETERMINATION:

This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
