On-Call Building Support Services — Agreements
RECOMMENDATION:
Approve professional services agreements with 4Leaf, Inc., CSG Consultants, Inc., Interwest Consulting Group, Inc., True North Compliance Services, Inc. and Urban37, for on-call building support services for a term of five years each, with compensation not to exceed $1,000,000 per agreement; and authorize the Community Development Director to execute the agreements in substantially the form presented.
BACKGROUND:
To meet community and City Council expectations for customer service, building permit reviews and processing, and inspections, the Community Development Department (CDD) has utilized consultants for a number of different specialized services within the Building Division. These services are frequently utilized in response to staff shortages/transitions or due to high volumes of permit applications and development activity in the City. Over the past few years, the Building Division has experienced a very high volume of permit applications and subsequent inspection requests after the permits are issued. More recently, staff is preparing for an increase in the submittal of large development permit applications based on the current development pipeline that is moving through planning entitlements. To ensure the City is prepared for to review, process and inspect these projects, CDD issued a request for qualifications (RFQ) in September 2025 to identify firms capable of providing specialized building support services on an on-call basis. The RFQ identified a number of areas where the Building Division anticipated a future need for professional services and allowed interested firms to submit statements of qualifications for any or all of those identified needs.
In total, the City received responses from eight firms in response to the RFQ and evaluated those submissions based on each firm’s understanding of the work involved, prior experience with similar work, quality and technical ability of the proposed staff, and the pricing structure. Based on this criteria, interviews with each firm and reference checks, CDD staff identified five firms that were best suited and qualified to provide on-call building support services to the City. Together, these firms provide a broad range of services and cover all areas CDD identified as potential Building Division needs. The five firms are:
• 4LEAF, Inc.
• CSG Consultants, Inc.
• Interwest Consulting Group, Inc.
• Urban37
• True North Compliance Services, Inc.
BUDGET IMPACT:
The professional services provided through each of these contracts will be covered by the City’s Construction Services Fund (Fund 230) and will be accounted for within CDD’s annual operating budget. For some services, including plan check,

each firm has a pricing structure that charges a percentage of the City’s plan check fee, ensuring that the City will not be incurring costs that exceed the revenue brought in from building permit applications.
ENVIRONMENTAL DETERMINATION:
The approval of these agreements is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5)).
NOTICE PROVIDED:
