SUBJECT:
San Mateo Consolidated Fire Department Use of Laurelwood Park Open Space — Agreement RECOMMENDATION:
Approve a License Agreement with San Mateo Consolidated Fire Department (SMCFD) to use open space within Laurelwood Park to conduct annual wildland refresher training; and authorize the Director of Parks and Recreation to execute the license agreement in substantially the form presented.
BACKGROUND:
The SMCFD has historically used Laurelwood Park open space to conduct annual specialized wildland refresher training.
SMCFD will host its annual RT-130 Wildland Fire Safety Training, as required by federal and state authorities, including the U.S. Forest Service and the National Wildfire Coordinating Group. This qualification allows fire personnel to be deployed to incidents such as wildland and forest fires. Training activities will include off-road vehicle driving, wildland hose evolutions, shelter deployments, and chainsaw review within the Laurelwood Park open space. The term of the License Agreement is ten years, and SMCFD will pay the City $1.00 under the agreement.
BUDGET IMPACT:
There is no budget impact associated with this license agreement.
ENVIRONMENTAL DETERMINATION:
This license agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
