Agenda Number: 7 Section Name: CONSENT CALENDAR Account Number: 10-2313 File ID: 26-11049 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: April 20, 2026
SUBJECT:

Service Employees International Union Side Letter of Agreement — Amendment RECOMMENDATION:

Adopt a Resolution to amend the Service Employees International Union (SEIU) Memorandum of Understanding (MOU), Section 10.2.3 Irrigation Crew to remove the two (2) years of continuous service requirement to be eligible to receive the five percent (5%) differential and clarify language.

BACKGROUND:

Recently, the Parks and Recreation Department notified the Human Resources Department that a Landscape Maintenance Worker I/II may have the required experience and skills to use landscape maintenance tools and equipment, and perform heavy manual labor and basic irrigation repairs to assist the Irrigation Specialist. Therefore, it is not necessary to wait two years before such differential is granted. The purpose of this revision is to remove the two (2) years of continuous service requirement. The proposed revisions are as follows:

10.2.3 Irrigation Crew
A merit Landscape Maintenance Worker I/II who is permanently assigned to assist the Irrigation Specialist shall be eligible to receive a five percent (5%) differential after successful completion of an in-house review of operational skills.

SEIU was notified of the proposed changes and waived the meet and confer process. The side letter of agreement was signed by SEIU on March 19, 2026.

BUDGET IMPACT:

There is no fiscal impact as there is sufficient funding within the current budget to support salary schedule revision.

ENVIRONMENTAL DETERMINATION:

This revision to the SEIU MOU is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
