FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: May 04, 2026
SUBJECT:
Summer Youth Theater Program — Agreement
RECOMMENDATION:
Approve an agreement with the Bay Area Educational Theater Company to provide youth theater programs as part of the City’s summer camp programming from June 15, 2026, through August 31, 2026, in an amount not to exceed $200,000; and authorize the Director of Parks and Recreation to execute the agreement and approve change orders up to $25,000, in substantially the form presented.
BACKGROUND:
Bay Area Educational Theater Company (ETC) is a local nonprofit organization that provides youth educational and production-based theater experiences. Established in 1996, ETC has partnered with the San Mateo Parks and Recreation Department for more than 20 years to deliver summer theater programs. The organization is known for providing high- quality programming and productions and has developed a loyal following among participating families.
The agreement includes two payment components. First, ETC receives 70% of course fee revenues, excluding a $10 per participant administrative fee retained by the City. This revenue split is consistent with typical recreation instructional service agreements in San Mateo and surrounding agencies. Second, registrants are charged an additional materials fee, 100% of which is paid directly to ETC to cover the direct cost of program materials.
ETC is one of four recreation contractors that provide youth theater classes and camps for the San Mateo Parks and Recreation Department. Other contractors include Broadway Babies & Kids, San Carlos Children’s Theater, and Myriad Music.
BUDGET IMPACT:
It is anticipated that gross revenues will be $200,000 including material fees resulting in net revenue to the City of approximately $60,000.
ENVIRONMENTAL DETERMINATION:
This agreement is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
