CALIFORNIA PUBLIC POLICY GROUP •PUBLICPOLICYGROUP .COM Housing and Land UseAB 2576 (Harabedian) Transit-oriented development. (Amended 04/16/2026)Expands the historic sites exclusion in SB 79 (Wiener), Chapter 512, Statutes 2025, (SB 79) to include contributing sites within a historic district and parcels individually listed as a historical resource in the State Historic Resources Inventory designated before January 1, 2025.Status: Senate RulesPlatform Statement:Support legislation that enables the City to meet its RHNA goals, including measures that extend compliance timelines and increase flexibility, while maintaining local land use authority.Recommended Position: Support CALIFORNIA PUBLIC POLICY GROUP •PUBLICPOLICYGROUP .COM Governmental OperationsAB 1337 (Ward) Information Practices Act of 1977. (Amended - 5/23/2025)This bill amends the Information Practices Act by expanding the definition of “personal information, ” extending its scope to cover local governmental entities, and expanding criminal penalties for negligent disclosures. The bill would prohibit government agencies from sharing data with other government agencies unless it “furthers the purpose, ” for which the data were collected. This vague definition creates more questions than answers compared to the current standard that the data are shared in a way that “is related to, ” or “compatible with” the purpose for which the information was acquired.Notably, the bill expressly includes local agencies within its scope while asserting that no state reimbursement is required forimplementation costs — a claim that is disputed, as there is a strong argument that at least some provisions, particularly the misdemeanor penalties, would support a successful state mandates claim.Status: Senate Committee on Privacy, Digital Technology, and Consumer ProtectionPlatform Statements: •Oppose legislation that mandates uniform, one-size-fits-all local record retention policies, limiting local flexibility. •Oppose legislation and ballot measures that threaten the City’s financial stability, responsibilities, legal authority, or operations; conflict with existing City policies, prior actions, or current City Council strategic priorities; or diminish programs, services, or infrastructure serving the San Mateo community.Recommended Position: Oppose (pending amendments) CALIFORNIA PUBLIC POLICY GROUP •PUBLICPOLICYGROUP .COM Governmental OperationsAB 2134 (Addis) City council members: absences without permission (As Amended May 4, 2026).This bill would prohibit a city from refusing permission for a council member to take absences for parental leave, as defined, for 12 workweeks or longer if the city council member’s city provides a parental leave period longer than 12 workweeks for their employees. The bill would exclude parental leave from counting toward the number of allowed absences allotted to each council member. The bill would prohibit a city from requiring a council member to request approval for their parental leave at a public hearing.Status: Assembly Third Reading FilePlatform Statement: Support state fundinginitiatives that enhance public access and participation in local government meetings and processes.Purpose Statement: San Mateo is a community that is inclusive of all people, regardless of skin color, gender, sexual orientation or ethnicity.Recommended Position: Support CALIFORNIA PUBLIC POLICY GROUP •PUBLICPOLICYGROUP .COM Governmental OperationsSB 1001 (Archuleta) Local agency, public utility, or mutual water company: personnel access: Personal Identity Verification-Interoperable.This bill would, beginning on July 1, 2028, require the Office of Emergency Services, upon request, to issue a local agency, public utility, or mutual water company responsible for public works and critical infrastructure with specified credentialing to facilitate personnel access to an area during or following a natural disaster, act of terrorism, or other man-made disaster. The bill would specify that the credentialing, a Personal Identity Verification-Interoperable (PIV-I), would conform with the federal Personal Identity Verification standards pursuant to federal National Incident Management System guidelines.Status: Senate AppropriationsPlatform Statement: Support legislation that strengthens the City’s ability to maintain and enhance local utilities and infrastructure.Recommended Position: Support CALIFORNIA PUBLIC POLICY GROUP •PUBLICPOLICYGROUP .COM Governmental OperationsSB 1319 (Durazo) California Public Records Act: public investment funds. This bill would modify what state and local public investment records must be made available for public inspection to include, among other things, records containing information regarding the portfolio positions in which alternative investment funds invest. By placing additional duties and responsibilities upon local agencies in connection with requests for inspection of records, this bill would impose a state mandated local program.**According to CalPERS, this will result in a discount rate reduction of .50%Status: Assembly Second Reading FilePlatform Statement: Oppose legislation and ballot measures that threaten the City’s financial stability, responsibilities, legal authority, or operations; conflict with existing City policies, prior actions, or current City Council strategic priorities; or diminish programs, services, or infrastructure serving the San Mateo community.Recommended Position: Oppose CALIFORNIA PUBLIC POLICY GROUP •PUBLICPOLICYGROUP .COM Questions / Thank You!CALIFORNIA PUBLIC POLICY GROUP • PUBLICPOLICYGROUP .COM
