PREPARED BY: Public Works Department
MEETING DATE: May 18, 2026
SUBJECT:
57 Otay Avenue Slide Repair Project — Agreement
RECOMMENDATION:
Approve an agreement with W.R. Forde Associates, Inc. in the amount of $456,000 for construction of the 57 Otay Avenue Slide Repair Project; establish a contingency reserve of $68,400; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents within the contingency amount.
BACKGROUND:
During a storm event in December 2021, a large tree uprooted on the north side of Laurel Creek, fell across the channel, and damaged the south embankment behind 57 Otay Avenue. Operations and Maintenance crews promptly removed the fallen tree and installed temporary slope protection measures to prevent further erosion.
On October 14, 2022, the City executed an agreement with William Vandivere dba Clearwater Hydrology for design services to prepare a complete Plans, Specifications, and Estimates (PS&E) package for permanent repairs. While Clearwater Hydrology worked on the PS&E package, the City completed a multi-agency permitting effort that required extended review timelines across state and federal agencies. Concurrently, the City coordinated with local Native American representatives to address monitoring requirements and potential native resources within the project area.
Design was completed in early 2026 and includes reconstruction of the south embankment to address ongoing erosion and stabilize the area.
In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain construction bids for 57 Otay Avenue Slide Repair and was advertised on March 16, 2026. On April 14, 2026, four (4) bids were received. The Engineer‘s Estimate for the project was $450,000. The bids received are listed below in order of increasing bid amount.
Contractor Bid Amount
W.R. Forde Associates, Inc. $456,000
Ground Control, Inc. $459,000
John Boylan Engineering, Inc. $535,000
Golden Bay Construction, Inc. $589,286
After review of bid documents, staff determined that W.R. Forde Associates, Inc. is the lowest responsive, responsible bidder. Therefore, staff recommends W.R. Forde Associates, Inc. be awarded this construction agreement. In addition, staff recommends a contingency of 15% of the Agreement amount be established given potential unforeseen soil conditions.
CITY OF SAN MATEO
Construction is anticipated for Summer/Fall of 2026.
BUDGET IMPACT:
There are sufficient funds available in the Citywide Soil Stabilization Program (46c002) project budget to award this agreement and establish the contingency reserve.
ENVIRONMENTAL DETERMINATION:
