Agenda Number: 12 Section Name: CONSENT CALENDAR Account Number: 18-6110 File ID: 26-11192 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: May 18, 2026
SUBJECT:

Recreation Program Transportation Services – Agreement RECOMMENDATION:

Approve a one-year agreement for summer camp transportation services with ZUM Services, Inc. for an amount not to exceed $53,962.33; authorize the Parks and Recreation Director to exercise up to two one-year extensions for up to $53,962.33 each year, for a total not to exceed amount of $161,886.99 over three years; establish a contingency reserve of $24,284 and authorize the Park and Recreation Director to execute change orders or amendments within the contingency amount.

BACKGROUND:

The City will host summer camps for over 1,200 participants ages 5-14 at the Beresford Recreation Center and the Dr.

Martin Luther King Jr. Community Center. During the eight weeks of camp (June 15, 2026, through August 7, 2026), a key component will be field trips to locations such as Great America, Santa Cruz Beach Boardwalk, Coyote Point, and Oakland Zoo. Buses are needed to transport participants. City staff issued a formal request for proposal (RFP), which was posted on the City website and published twice in the San Mateo Daily Journal on Friday, March 20, 2026, and again on Friday, March 27, 2026. The Parks and Recreation Department received a total of five proposals. The selected vendor, ZUM Services Inc., can provide all services requested in the RFP scope. Four of the other responsive vendors were substantially higher in cost.

ZUM Services - $53,962.33
Pronto Corporation - $63,005.00
Epic Limousine - $81,280.00
Bus Loop - $91,400.00
Lux Bus - $104,328.00
The selected vendor has provided bus transportation for similar transportation services that serve the City‘s needs.

BUDGET IMPACT:

Funds have been budgeted in the 2026-27 operating budget.

ENVIRONMENTAL DETERMINATION:

This agreement is exempt from CEQA, because it can be seen with certainty that there is no possibility that an agreement for summer camp transportation services may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
