SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
I believe it is reviewed annually and updated every 5-10 years. It is the framework of everything build in the city, I believe.
2. As California faces the current housing crisis, local land use control over how and where new housing is created has been limited, San Mateans have a great interest and many different views on this topic.
When reviewing development proposals, how would you balance the interests of the community with the requirements of the state to promote new housing, and plan for future housing needs? How would your personal view factor into your decision?
My personal opinion would have to be removed from the equation as I would like the city to stay the same. I realize that is not going to happen so I would look at projects that make sense, are compatible to the area and adhere to EIRs.I realize new housing must be built and I think Bay Meadows is a good example.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
United States The General Plan serves as the foundational policy document guiding San Mateo’s long- term physical development and land use decisions. It acts as the “constitution” for the city’s built environment, establishing a comprehensive vision for how land should be used, how growth should occur, and how the community’s values—such as housing affordability, environmental sustainability, economic vitality, and quality of life—translate into specific policies and regulations.
CA California’s housing crisis is real and acute — decades of underproduction have driven extreme affordability challenges, particularly in the Bay Area, where median home prices and rents far outpace wages for many working households. State law (including the Housing Element requirements, Regional Housing Needs Allocation or RHNA process, Housing Accountability Act, and streamlining measures like SB 35 and density bonus law) recognizes housing as a matter of statewide concern and limits local discretion to deny or downsize qualifying projects that meet objective standards. As a Planning Commissioner, I would balance community interests with state mandates in the following ways: 1. Strict adherence to objective standards and state law — Projects that comply with the General Plan, zoning, and objective design guidelines (including those in San Mateo’s recently adopted Strive San Mateo General Plan 2040 and Housing Element) should be approved efficiently. The law is clear: denials or reductions in density are only permissible under narrow circumstances, such as specific, evidence-based health and safety impacts that cannot be mitigated. Subjective neighborhood opposition alone cannot override legal requirements. 2. Prioritize quality, context-sensitive development — I would focus on directing higher-density housing to appropriate locations: downtown, transit corridors (near Caltrain stations), and mixed-use areas identified in the General Plan, rather than uniformly across all single- family neighborhoods. This respects the character of established residential areas that many San Mateans value, while still meeting our RHNA obligations (San Mateo’s current cycle requires planning for thousands of new units across income levels). 3. Emphasize mixed-income and affordable housing — Strong support for projects that include significant below-market-rate units, leveraging state density bonus incentives. Preservation of existing affordable stock and anti-displacement measures are equally important. Infrastructure (traffic, parking, schools, parks, and public safety) must be planned concurrently — not as a barrier, but as a necessary companion to growth. 4. Community engagement and transparency — Early, meaningful public input helps identify legitimate concerns (e.g., traffic, shadow, or compatibility) that can often be addressed through design adjustments or conditions of approval. However, the Commission’s role is to make decisions grounded in adopted policy and evidence, not to act as a referendum on every project. My personal view is that San Mateo benefits from being a vibrant, diverse, and inclusive city with good jobs, schools, and access to transit. Blocking reasonable housing development exacerbates the crisis, increases regional inequality, and pushes

growth (and its impacts) elsewhere. At the same time, unchecked or poorly planned development can erode neighborhood livability and strain services. The responsible path is pragmatic: comply fully with state law while using the tools in our General Plan and Housing Element to shape better outcomes — more housing near jobs and transit, higher design standards, and protections for vulnerable residents.
As someone with a background in safety and risk management (CSP, STSC, CHST), I would particularly emphasize integrating public safety, emergency access, and climate resilience (e.g., sea-level rise adaptation) into every land-use decision. In short, I would vote to approve projects that advance the city’s adopted vision and legal obligations, while working proactively with staff, applicants, and the community to ensure developments enhance — rather than detract from — San Mateo’s quality of life.

QUALIFICATIONS
My qualifications for serving on this board/commission are as follows: I am a California licensed architect and Fellow in the American Institute of Architects (AIA) with more than 30 years of experience across a wide variety of project types:
education, corporate, science and research, healthcare, hospitality, and retail, from individual buildings to campus master plans. Each type brings its own unique regulatory environment, user requirements, and planning challenges, and that breadth has sharpened my ability to ask the right questions across very different situations. My experience spans the full project arc from conceptual planning and entitlement through construction, across projects in cities including Sunnyvale, San Bruno, and Napa. My work includes award-winning projects, and I would bring to this commission not just technical knowledge but practiced design judgment. My board service with AIA Illinois, where I served as President with a specific focus on government advocacy and worked directly with the state legislature and its staff, gave me a practical understanding of how policy is made and the difference between defending a position and genuinely advocating for one.
Service on the national AIA board broadened that perspective across the full range of issues facing the profession and the built environment. Together, these experiences complement my technical background with the communication skills that public service requires: the ability to engage diverse constituents clearly, build understanding, and earn trust.
I want to serve on this board/commission because: I want to serve on the Planning Commission because I've seen, close up, what good planning can do and what's at stake when a community has to fight for what makes it distinctive. As a neighbor and active participant in the effort to restore Glazenwood's historic district status, I watched residents, city staff, and ultimately the Council work through a complicated situation from different starting points and arrive at the right answer together. That experience opened my eyes to both the process and the possibilities. With more than 30 years as an architect, I bring technical depth and design judgment to that work. But my time spent on American Institute of Architects (AIA) boards, working at the intersection of the profession and public policy, taught me that good decisions require more than expertise. They require trust, and trust requires communication. San Mateo's 2040 General Plan, Strive San Mateo, reflects exactly that ambition. I believe my skills, and that experience, would make a genuine contribution to San Mateo's future.

Please list any other background information (business, education, community involvement) which might be useful in considering your appointment and attach a resume: The Glazenwood experience, described above, was also my introduction to San Mateo's civic life, and it belongs here as well — not just as motivation for wanting to serve, but as evidence of the kind of neighbor and community participant I aim to be. Attending Council and neighborhood meetings, writing letters to Council members and to the local newspaper, I engaged directly with the planning process and came away with a deeper appreciation for how much difference showing up makes. I have been an active member of St. Francis Lutheran Church in San Francisco for many years, serving on its Council for six years, including two years as Congregation President, and on several committees for even longer. I led a strategic planning initiative and have contributed to the governance and life of the congregation in ways that complement my professional background in meaningful ways. My improv training at The Second City may be the most surprising item on this application. But the foundational principle of improv, "Yes, And" — accepting what your partner offers and building on it — is exactly what good planning requires, and what Strive San Mateo aspires to: listening openly, building on what exists, and moving forward together.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
A General Plan is a community's foundational planning document, a long-range vision for how a city will grow, change, and invest in itself, and the framework against which individual land use decisions are measured. For a Planning Commission, and for a design team, it is both a mandate and a resource: it translates the community's agreed-upon values into the objective standards that guide deliberation and decision-making, even when, especially when, individual decisions are contentious. I was reminded of how powerfully that can work when I watched the recording of the March 24 Planning Commission meeting, in which Chair Seema Patel, during consideration of a multifamily housing project, referenced the General Plan's designation of that corridor for denser housing. At a moment when state mandates have made many housing approvals feel imposed rather than chosen, she redirected the conversation back to a plan that the community itself had developed and adopted. It was a precise and important distinction, and a vivid illustration of what good planning documents make possible: not the absence of tension, but an agreed-upon basis for working through it. Strive San Mateo speaks to several priorities that resonate strongly with my experience and my reasons for wanting to serve. The goal of balancing growth and change reflects what I've seen throughout my career, that the most successful projects and planning processes are those that bring competing interests into genuine dialogue rather than simply choosing sides. The emphasis on enhancing neighborhood fabric and quality of life connects directly to my experience as an architect who has worked across building types and scales, understanding how individual projects shape and are shaped by their surroundings. And the commitment to historic preservation reflects what I learned firsthand through the Glazenwood experience: that preservation and progress are not opposites, and that a community's history is one of its most valuable planning assets. Together these priorities reflect what I find most compelling about Strive San Mateo, that it asks the city not just to manage change but to shape it, with intention and with the community's own values as the guide.
The housing crisis is real, and its consequences for individuals, families, and the broader social fabric of our communities are serious and urgent. Research consistently points to the same root cause: a persistent shortage of housing, particularly affordable housing. I appreciate that the state has taken significant action to address this, even where it has meant constraints on local control. In fairness, many local jurisdictions have for years allowed parochial interests to shape land use decisions in ways that stifled the density and diversity of housing needed to meet the need. The state's intervention, while frustrating in its limits on local authority, reflects that history. As a commissioner, my role would be to apply state requirements and the General Plan objectively and consistently, and to do so in a way that keeps the community's own voice at the center. San Mateo has been fortunate to develop a General Plan that reflects genuine community engagement and that speaks directly to the balance between

growth and neighborhood character. When individual development proposals arrive before the commission, that plan is the agreed-upon framework for evaluation, not a political position, but a community commitment. As Chair Patel reminded the commission at the March 24 meeting, the General Plan reflects the community's own planning choices, and that grounding is what keeps difficult decisions from becoming purely reactive. My personal view is that density, developed thoughtfully, is a good thing. It provides more housing and more affordable housing, and it supports the civic activity and local commerce that make neighborhoods vital. One of the things that drew my husband and me to San Mateo was precisely its mix of single family and multifamily housing, a mix that I believe contributes directly to the vibrancy of its downtown. My single family home sits directly across the street from a multifamily building, and I consider that a feature, not a problem. I come from a family of lawyers and judges, and I have always admired the discipline that role requires: Holding a considered personal view while remaining genuinely committed to applying the law and the evidence objectively. That is the temperament I would bring to this commission, engaged and informed, but focused on the General Plan, the applicable requirements, and the full range of community interests rather than any single point of view.

QUALIFICATIONS
My qualifications for serving on this board/commission are as follows: It is my pleasure to submit my application to join the Planning Commission for the City of San Mateo. A resident of the Bay Meadows neighborhood, I have a strong background in reviewing development proposals and federal policy creation and analysis. My most direct qualification is my City Council appointment to the Potomac Yard Design Advisory Committee in Alexandria, Virginia (pop. 159,000) from 2021-2023. As a part of this group, I reviewed major mixed-use, residential and redevelopment proposals along a transit- oriented corridor, and former rail yard and redevelopment opportunity, immediately south of Washington, D.C. My experience with this body included evaluating site plans, applying design standards and making recommendations based on code rather than public opinion. My experience is supported by my 8 years of federal policy analysis and implementation experience at MicroHealth with the FEMA Office of Chief Information Officer (OCIO) and at World Learning with the U.S. State Department’s International Visitor Leadership Program (IVLP). I additionally created and implemented business development proposals in the healthcare IT industry while at Virtual Radiologic and the professional services industry with Dale Carnegie Minnesota, demonstrating my knowledge of how business plans are developed and implemented. This experience provides me with ample background working in complex regulatory landscapes, coordinating competing stakeholder interests and translating technical requirements into clear guidance for senior government leadership and the public. My experience as a public middle school teacher shows my commitment to bettering the community for future generations. These skills transfer directly to the analytics and deliberative demands of the Planning Commission’s work. I have studied General Plan 2040 and its 3 core themes of sustainability, environmental justice and community engagement. The Planning Commission’s responsibility is implementation and converting a vision built with input from over 6,000 San Mateans into sound land-use decisions. I take that duty seriously. I have attended Planning Commission meetings and monitored recent deliberations over new development proposals, neighborhood concerns and historical preservation standards. I seek an appointment to the Planning Commission because I am committed to through preparation, impartial analysis, and decisions grounded in General Plan 2040 and existing zoning code.

I want to serve on this board/commission because: I would he honored to serve on the Planning Commission for the City of San Mateo because San Mateo is my home and General Plan 2040 represents the most consequential decisions the city will make for generations. I would like to be part of implementing that plan responsibly. My interest in planning and land use is longstanding. I am drawn to them as they combine policy, community design, environmental stewardship and quality of life, areas I have engaged with throughout my career. The work of the Planning Commission is not abstract, it determines what is built, where and how. These are real decisions that will shape daily life for every San Mateo resident for decades to come. There are 3 areas of General Plan 2040 that stand out to me most. The first is the idea of balancing growth and change by concentrating higher density development near Caltrain stations and my neighborhood near El Camino Real and Hillsdale Mall. The tension between the two areas requires the objective regulatory discipline and multi- stakeholder analysis that I have practiced through my federal policy career. The second is my commitment to enhancing the neighborhood fabric and quality of life. The quality of San Mateo’s neighborhoods are what drew me and my wife to make our home here. Protecting their character while accommodating necessary growth consistent with the General Plan is a challenge I take seriously. The third area is ensuring environmental protection and addressing sea level rise, particularly in the Shoreview neighborhood given its bayfront exposure. This is a long-term risk that requires smart land use policy today, the kind of proactive, evidence-based policy work that I find most meaningful. I am seeking this role because I want to see San Mateo continue to be an outstanding place to live, I have valuable experience to contribute to the Planning Commission and I believe that sound planning governance matters.
Please list any other background information (business, education, community involvement) which might be useful in considering your appointment and attach a resume: My background covers 3 distinct areas that support my qualifications to serve on the Planning Commission. The first is my policy and regulatory experience. While at FEMA, my position required sustained engagement with complex regulatory frameworks, strategic communication and multiagency coordination. My Public Trust clearance represented upholding a high standard of handing sensitive information and communication with top government officials. While in this position, I analyzed and modernized federal IT governance policy, created more efficient business process workflows and analyzed software installation requests and updates for cybersecurity compliance. During my time as an IVLP Program Officer, I planned public policy study trips throughout the U.S. for international visitors, including the Bay Area, while analyzing the project scope to ensure U.S. State Department diplomatic objectives were fulfilled while managing budget administration for each project to ensure federal program compliance. In this role, I frequently arranged meetings with local, state and federal government officials, including City Council members and mayors, to provide a local policy perspective for visiting international professionals. Secondly, my business and organizational leadership demonstrates my qualifications for the Planning Commission. My MBA and career in healthcare IT and business development gave me experince in market analysis, contract negotiation and organizational decision-making in regulated industries. I have managed budgets, led teams, and built partnerships across public and private sectors. I also understand how development economics work and how private interests intersect with public policy, all useful background while evaluating project proposals. Third, I began my carer as a public school teacher in Minnesota, an experience that shaped my commitment to public institutions and the communities they serve. While there, I was active in the nonpartisan Civic League public policy study organization and served as the University of Phoenix’s representative to the Minnesota Chamber of Commerce in St. Paul, MN. My subsequent civic leadership as President of the Rotary Club of Capitol Hill in Washington, D.C., involvement with the Rotary Club of San Mateo, my current membership in the Rotary Cub of San Francisco, membership in the San Francisco Chamber of Commerce and leadership with the University of Minnesota Bay Area Alumni network reflect my consistent commitment to civic investment in the public and private sectors across every city I have called home. San Mateo is now that city. My resume is attached for the City Council’s review.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
General Plan 2040 is the governing policy for every physical change to the city that the Planning Commission reviews. It is the legal and and analytical foundation for which applications for development, zoning changes, and variances are evaluated. The General Plan is the guidance which determines whether proposals are congruent with San Mateo’s development vision or not. The General Plan was adopted by the City Council in the spring of 2024 and was affirmed by San Mateo voters in November of that year. The Planning Commission’s charge is to implement the city’s plan, not change the vision. The General Plan’s three themes for the city are sustainability, environmental justice and community engagement. On a practical level, the General Plan emphasizes higher density residential neighborhoods and mixed-use development in 10 Study Areas near the 3 Caltrain stops along the El Camino: Downtown, Hayward Park and Hillsdale. At the same time, the General Plan highlights the importance of protecting the character of established lower-density neighborhoods. It emphasizes transit growth, historical protection where established criteria are met and culturally inclusive community outreach. Importantly, the plan accommodates up to 19,764 units of new housing and 3.2 million square feet of of new offices and retail space through 2040. I have read the General Plan and understand it well, including the 10 Study Areas, the priority community designations and the relationship between the Land Use Map and Zoning Code. I am well prepared to use the General Plan as the primary analytical tool through my seat on the Planning Commission.
I understand that state housing law, such as the Housing Element Law, establishes housing growth that local governments must meet. General Plan 2040 recognizes this and adopts it for San Mateo. When reviewing development proposals, the role of the Planning Commission is to listen to public input and act impartially to approve proposals that follow applicable laws and to deny those that do not.
Throughout the process, the Planning Commission must factor in the concerns and support of the community for each plan and weigh it in their analysis. Though local judgement has been reduced, the Planning Commission retains authority over design quality, site planning, environmental review and compliance with local development standards. Smart growth for San Mateo’s housing needs as envisioned by General Plan 2040 must be maintained while the interests and the concerns of the community over issues such as neighborhood character, traffic, parking, historical preservation and tree removal should be considered by the Planning Commission. Regardless of the outcome, the Planning Commission should ensure that the objections and support for each proposal are heard and that public participation is encouraged while impartially evaluating each proposal. Regarding my personal views, my role on the Planning Commission would be to evaluate housing proposals against the adopted General Plan 2040 standards and applicable laws. I have personal preferences on housing design, density, neighborhood character and transit that I formed through my professional experience, civic engagement

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
General plan sets general parameters for growth, especially in land use decisions. The Caltrain rail electrification project mandated high density housing near the train to facilitate its use. As land values increase taller structures will be required in accordance with the general plan. The general plan also effects infrastructure planning and use
Dense housing adjacent to Caltrain tracks can provide additional housing close to public transit. Re developing shopping centers to reflect new usage patterns with housing above retail can revitalize streets and neighborhoods. Assisting owners in developing ADU's may spur children to live in house while parents move to ADU's. I support modernization to invigorate our city

San Mateo resident
since: 2013 I am a registered voter in City of San Mateo: Yes Board or Commission interested in serving on (check all that apply):
Did you attend a meeting for this Board or
Commission?: Yes
QUALIFICATIONS
My qualifications for serving on this board/commission are as follows: I am currently serving on the Planning Commission, where I have spent the past five years bringing a rigorous, data-driven, and highly researched approach to every policy and project we review. During my first term, I actively worked on some of our City’s most significant long-term policies, including our General Plan, Cycle 6 Housing Element, ADU Ordinance, Objective Design Standards for Multi-family and Residential Mixed-use Projects, and the by-right Housing Opportunity Overlay District Ordinance. I pride myself on digging into the details; for instance, when working on the Overlay District, I manually cross-checked the APNs against the Cycle 5 and Cycle 6 site inventories and identified eight eligible parcels that had been inadvertently left off the list. My meticulous approach resulted in the list of eligible parcels increasing by 20%. More recently, I helped update our Historic Preservation Ordinance, successfully navigating a highly complex community conversation to provide a clear pathway for preserving our local history while respecting property owners' rights, and suggesting updates to our Mills Act Ordinance that would ensure the community has access to our rich history.
I want to serve on this board/commission because: I put down roots in San Mateo 12 years ago, choosing to raise my family here. Decisions made by this Commission will shape the city my children (and my neighbors’ children) grow up in long after my term ends and I take that responsibility seriously. Serving on the Planning Commission has been one of the most meaningful things I've done as a San Mateo resident. I came onto the dais five years ago expecting to learn the technical side of land use; what I didn't expect was how much I would come to value the deliberative work itself – reading every staff report and packet carefully, listening to residents and applicants on every side of an issue, and trying to apply our adopted standards as objectively as I can. I'm seeking reappointment because I want to see foundational work like the General Plan and Housing Element through to implementation, and because I've found that this kind of careful, unglamorous civic work is something I'm genuinely good at and committed to. Comprehensive policies take years to develop – the General Plan alone took six years to create – and decades to execute. Currently, three of our Planning Commissioners have served for less than two years, and our fourth will reach her term limit in 2027. Amidst this transition, coupled with natural staff turnover, retaining institutional memory is critical. I want to continue serving to provide stability, preserve the historical context and legislative intent behind our recent policy decisions as we embark on significant projects like the comprehensive zoning code update, and ensure a seamless transition as newer Commissioners get fully up to speed.

Please list any other background information (business, education, community involvement) which might be useful in considering your appointment and attach a resume: Professionally, I am a tech leader and versatile executive producer passionate about creating built environments that deliver amazing experiences to communities. My background includes running a robotics startup and leading the design and construction of publicly accessible spaces at Google. As a Planning Commissioner, I am deeply committed to ongoing education and building community among local policymakers. Over the last five years, I have actively participated in 21 Elements training workshops and attended the CA Planning Commissioners Academy twice. To ensure our dais benefits from statewide best practices, I created an informal brain trust of approximately 30 California Planning Commissioners to share data and advice – such as comparing ADU height limits across local jurisdictions to inform San Mateo’s ordinance. I have also shared my own lessons learned by presenting on the "Planning Commissioners 101" panel at the Academy (with my slides later used in municipal trainings) and by personally meeting with and onboarding newly appointed San Mateo Planning Commissioners. I have also participated in a range of educational forums on housing policy, including panels hosted by the Housing Leadership Council and informational sessions on recent state legislation such as SB 4, in order to understand multiple perspectives on implementation. Beyond the Planning Commission, I am a graduate of the San Mateo City Services Academy, the San Mateo Community Police Academy and the San Mateo County Leadership CORPS. I currently serve on the San Mateo Civic Arts Committee and the San Mateo County Transit District Measure W Citizens Oversight Committee, and previously served on the Boards of the San Mateo County AAPI Alliance and the League of Women Voters of North & Central San Mateo County.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
The General Plan serves as a vision for how San Mateo will look, feel and evolve over the next 20 years.
Having served on the General Plan Subcommittee during my first term, I have an intimate understanding of this document. It serves as our "Constitution" for land use, mandating how land is allocated, where transportation infrastructure is prioritized, how natural resources are protected, and how we will equitably accommodate future population and housing growth. All subsequent land use decisions, zoning updates, and specific development approvals must be legally consistent with the policies outlined in the General Plan. It is the ultimate tool we use to ensure our city grows predictably, sustainably, and in a balanced manner that reflects our community’s vision. The General Plan articulates a broad set of community values – including environmental stewardship, community engagement, sustainability, economic prosperity, inclusivity, resiliency, and balance. I am committed to applying each of these faithfully as adopted by the City Council and the residents who shaped the document. As we move forward with executing our Housing Element and General Plan policies and actions, the Commission will need experienced members who understand the complexities of these documents and can ensure they are applied fairly and effectively to our built environment. I am eager to continue contributing my time, expertise, and collaborative approach to this critical work.
The role of a Commissioner is to serve the entire community, not a specific cause or interest group. As I have demonstrated over my first term, my personal views do not factor into my decisions; I evaluate every development proposal under consideration based on the city's objective requirements as well as state law. Balancing community interests with state mandates requires strict adherence to the law and a commitment to objective standards. When evaluating development proposals, my focus is on ensuring the project complies with the vision codified by our residents in the General Plan, the requirements of our state certified Housing Element, and our locally adopted objective requirements and design standards. When state mandates limit our local discretion, it is the Planning Commission's responsibility to clearly communicate those legal boundaries to the public while working constructively with applicants to achieve the best outcomes for both the project and the community within the framework of our adopted standards. When discretion is permitted I rely on community input – I always carefully read or listen to every public comment submitted and consult the most recent True North Community Opinion Survey – when making a decision.

Subject: Endorsement: Tom Braham for San Mateo Planning Commission Dear Members of the San Mateo City Council,
I am writing to express my strong support for Tom Braham and his appointment to the San Mateo Planning Commission. At a time when our city faces important decisions about housing, growth, and neighborhood character, we need Commissioners who understand both preservation and thoughtful progress. Tom brings exactly that balance.
Key reasons I support his appointment:
Distinguished professional standing: Fellow of the American Institute of Architects, one of the profession’s highest honors.
Deep experience: More than 30 years designing major civic, academic, corporate, and healthcare projects nationwide.
Proven leadership: Led studios of up to 40 architects at Gensler, one of the world’s leading design firms.
Policy and governance expertise: Former President of AIA Illinois and member of the AIA National Board of Directors.
California planning experience: Navigated real planning and entitlement processes in Sunnyvale, San Bruno, and Napa.
Serious commitment to San Mateo: Studied the Strive San Mateo General Plan in detail, including specific Planning Commission meetings.
Grounded in preservation: His first professional project was the renovation of a historic courthouse—preservation has been part of his work from the beginning. As a Glazenwood resident and strong supporter of our neighborhood, Tom was also an active force in helping secure Glazenwood's Historic District Preservation vote. This is yet anther proof point of his dedication to our community and to San Mateo's positive growth and future.
Tom listens, he prepares, and he understands what is at stake for communities like ours. I have full confidence in his judgment and his commitment to San Mateo.
Thank you for considering his appointment.

San Mateo has some very high standards to maintain, and I would suggest that reappointing Seema to remain on the planning commission is an important step in that direction. I strongly the urge reappointment of Seema Patel to San Mateo planning commission.
I am writing to express my strong support for Seema Patel's reappointment to the San Mateo Planning Commission. Over the past five years, Seema has proven to be an exceptionally dedicated public servant, guiding our city through some of its most complex and consequential land-use policies with a steady, objective hand. What sets Seema apart is her analytical rigor and deep subject matter expertise.
Whether she is reviewing the Cycle 6 Housing Element, updating the ADU Ordinance, or meticulously cross-checking parcel data to expand the Housing Opportunity Overlay District, she brings a data- driven,
problem-solving mindset to the dais. She consistently dives into the granular details to ensure every policy practically serves San Mateo's future. Furthermore, Seema possesses the exact temperament our city needs right now. She navigates highly charged community conversations with respect and a collaborative spirit, always balancing state mandates with the vision outlined in our General Plan. By carefully listening to public input and relying on objective standards, she consistently makes decisions that benefit the entire community rather than narrow interest groups. Seema’s proven leadership as Chair and her unwavering commitment to our city's balanced growth make her an invaluable asset to the Commission. I strongly urge you to reappoint her for a second term.

It is important that you choose a person who has integrity working for the people of San Mateo and someone who has earned the community’s trust, works well with them and communicates with them. We, the people, want someone who is looking out for our and our city’s best long-term interest not someone who appeases supporters/financiers and is concerned about self-aggrandizement. It is Ɵme to NOT reappoint Seema Patel but to select someone who will be beƩer for our city and the people.

Dear City Councilmembers,
I'm writing to ask you to NOT reappoint Seems Patel to the Planning Commission.
Her lack of knowledge and her incompetence in pursuing policies which do not support the majority opinion of the residents of our town is overwhelming.
Examples:
2/2025 Humboldt Bike Lane Fiasco (removing 200 parking spaces from underserved neighborhood, elderly, minority constituents): The concerns raised by the author/resident Trina about the bike lanes are centered on community impact, safety, and accessibility. It is not some secret agenda nor a financial motive. Seema dismissing valid concerns as merely "anti-bike" is an oversimplification that ignores the real issues at stake. Note: Now this is costing US $10 million to fix!)
Regarding ADU’s/Granny Units Jan 2022 - The new City ADU/JADU ordinance has already started coming together as far as square footage. Shortly, the height recommendation will be added - with Commissioners John Ebneter and Seema Patel, along with the rest of the Planning Commission, pushing for two of the highest choices out of the 3 under review. A City staffer noted that surrounding cities seem to want to stay with the State maximum - but not San Mateo. I also found it interesting in watching the Aug 2021 Planning Commission meeting on this subject that Commissioner Seema Patel looked back on the community input given (in July-Aug 2021 at request of the Council) and felt that they shouldn't 'take it too strongly' since the City didn't require attendees to state their race, age, renter/homeowner status, etc. and therefore the 298 responses would be unknown as representative of the community as a whole.
12/272020 Seema Patel didn't realize that upzoning R-1s would increase land values - she actually wanted it to occur to reduce the price of homes without realizing it would raise the price by approximately 50% overnight
Sincerely,
Dr. Nicole Cherok

Dear Mayor and Members of the City Council,
I am writing to express my strong support for Seema Patel's reappointment to the San Mateo Planning Commission.
The opinions of the nextdoor NIMBYs are harmful to the city and laced with misinformation and vitriol. Their vitriolic protests against development often lack truth. As an example, their foam model of the mall redevelopment lists no sources, and their claims vary widely from one meeting to another. At one point they labelled Adam Lorraine as a “carpet bagger”. At best their arguments are lazy and misinformed wishing to revert to 1980 and make San Mateo Great Again. The NIMBYs are a huge obstacle that city planners must work around. This is not because all of their arguments are invalid, but because they approach the topics with bitter gut level feelings instead of current facts.
I’ve supported SSMC staff on research for several topics including housing, and I’ve contributed to the Plan 2030 and Plan 2040 meetings. I’ve seen that bright, well-informed people do contribute to the health of any city. We need a young voice of reason that understands how government works, one that stands behind science-based reality and modern civic policy. I’ve known other planning commissioners through the years; the role requires a lot of diligent research and is hard work. Seema has achieved a lot in her time and will be a vital asset as her vision looks not backwards but towards generations many decades from our present.
Seema’s proven leadership as Chair and her unwavering commitment to our city's balanced growth make her an invaluable asset to the Commission. I strongly urge you to reappoint her for a second term.

Honorable Members of the Planning Commission Selection
Committee:
As a founding member of Ethics San Mateo, I have been the target of personal attacks by Seema Patel on numerous and well documented occasions. Her focused attacks are surely because I have publicly identified her as being so biased that she should never have been appointed to the Planning Commission in the first place.
Ms. Patel may have the right to her opinions and to speak under the protections of the First Amendment; however, she does not have the right to hold and demonstrate bias contrary to the published requirements of being fair and impartial and serve on the Planning Commission. It’s not that she is speaking; it’s that the content, methods, and intensity of her spoken and written words demonstrate unrestrained bias. She has used any opportunity to denigrate those who oppose her.
Her use of social media, both private groups and publicly accessible, show a clear and consistent pattern of staying just within momentary boundaries, while twisting words of others to fit her agenda while attacking opponents with reprehensible personal comments.
Her use of a child as a shield as she sexualized them is simply horrific.

2 Although her identity was thinly hidden as a “representative of YIMBY Action”, I believe she, and a close sycophant, was behind a hit piece “News Story” attack on Ethics San Mateo shopped to at least one regional news group. The attempt failed in getting the accusations published in credible media.
You simply cannot allow her to cover the city with her toxic cloud.
There are more qualified candidates before you.
Do you want to be playing political theater or do what’s best for the city?
The moment for bold leadership is now. Do not reappoint Seema Patel to the Planning Commission.

Having observed her work closely, I can attest that Seema consistently brings a remarkable level of preparation and expertise to her role. She deeply understands state housing law, local zoning regulations, the Housing Element, and related planning frameworks. What sets her apart is her habit of thoroughly reviewing materials independently, rather than relying solely on summaries or staff suggestions.
This level of diligence and knowledge is uncommon among volunteers and is truly valuable as our city faces ever more complex planning challenges. Having personally worked with the planning commissioners in Belmont, Burlingame, San Mateo, Millbrae, and San Carlos over the years, I can't tell you how important it is to have someone like Seema on the commission.

Seema Patel’s past behavior and actions are questionable as being in the best interests for the City of San Mateo.
Supporting the removal of necessary parking on Humboldt for bike lanes that now must be removed costing millions.
Starting in 2021 supporting higher building limits than Measure Y allowed ??? the foretelling of where we are now. Along with “let’s support ripping housing decisions away from local control” and following Wiener down the more and more and more housing rabbit hole. (With almost no consideration of additional traffic congestion).
Who you keep company with matters. Seema Patel’s support of Amorence Lee including taking Lee’s “look at me, the mayor” photo is unprofessional and juvenile.
Do we really want to continue Patel’s career in our city’s governance??? Please consider the character and credentials of those being appointed to leadership positions.

Dear Mayor and Members of the City Council,
Nobody seems to be asking a simple question about the current Planning Commission appointment process:
Why is a candidate running for City Council interviewing for a commission seat at the same time?
If she wins the Council race in November, the commission seat is moot.
If she loses, she lands back on the commission with four more years of appointed service in the very district she is asking voters to entrust to her.
Is this public service — or a safety net?
The Planning Commission makes binding decisions about what gets built in San Mateo, how tall, and how dense. It deserves someone whose only agenda is San Mateo — not a candidate pursuing two simultaneous bids for public office.
San Mateo has other qualified candidates for this seat — without these conflicts.
San Mateo deserves the best one.

Tom Braham does.
He's an architect with more than 30 years of experience navigating California's planning and entitlement processes. He's a Fellow of the American Institute of Architects — that's the profession's highest honor. He has led government advocacy work at the state and national level.

Dear Mayor and Members of the City Council,
I am writing to express my strong support for Seema Patel’s reappointment to the San Mateo Planning Commission.
Over the past several years, I have had the opportunity to observe and interact with Seema through many complex land use and planning discussions. Whether or not one agrees with all of her positions, it is difficult to overstate the depth of knowledge, preparation, and analytical skill she brings to the Commission.
Seema has an exceptional understanding of how state housing laws, local zoning regulations, the Housing Element, historic preservation policies, and related planning frameworks interact. Her expertise extends well beyond any single issue area, and she cons istently demonstrates an extraordinary attention
to detail and willingness to study matters thoroughly before making decisions.
What has impressed me most is that Seema does not simply rely on summaries or staff recommendations. She takes the time to independently review materials, understand the legal and policy implications, and ask thoughtful questions about how decisions will function in practice. That level of diligence is rare and valuable in public service.
Even individuals (such as council members) who may disagree with some of her policy views often recognize her as an important resource because of her command of housing and planning laws. In my opinion, the City would be losing a highly knowledgeable and dedicated public servant if she is not reappointed.
Serving on the Planning Commission requires an enormous commitment of time and effort. Seema has consistently demonstrated professionalism, intelligence, seriousness, and dedication to that responsibility. The City will be hard-pressed to find someone with her combination of expertise, work ethic, and commitment to understanding the details of increasingly complicated planning issues.
For these reasons, I strongly urge the Council to reappoint Seema Patel to the Planning Commission.

Frank Elliott

Dear Honorable Mayor and Members of the City Council,
I am truly honored to have the privilege to share my support for Seema Patel. One fact about the Planning Commission is that there is a lot of technical homework. Not everyone has the background to really understand the different facets that go into planning. It is extremeley important that the Commissioners fully grasp the material.
This requires true dedication. The time commitment for Planning Commissioners is HUGE. Not only does it take hours to read the numerous reports and documents that are sent prior to the meetings, a number of the meetings in the past have run late Ms. Patel is talented in being able to quickly filter and discern technical information. She is also able to explain it to others in layman terms. It is crucial to have commissioners who have these strengths and are able to educate not only their colleagues but also the public at large

Subject: Planning Commission Appointment
Dear Mayor Loraine and Council Members,
I urge you not to reappoint Seema Patel to the Planning Commission, and to appoint Thomas Braham in her place.
Commissioner Patel's record and history demonstrates a lack of objectivity. She has served as a Regional Advisory Board Member of YIMBY Action and received the Housing Leadership Council's Housing Leader Award while sitting on the commission that reviews the very projects those organizations advocate for. These are not casual associations — they are formal affiliations with groups that have a direct interest in Planning Commission outcomes.
With Caiti Busch and Maxwell Schaumkel both appointed earlier this year with strongly pro-development perspectives (they stated they are YIMBYs in their interviews), a second term for Commissioner Patel would tip the commission's ideological balance well beyond what the community as a whole reflects.
I also speak from personal experience. During a public hearing, residents who expressed support for historic preservation — myself included — were subjected to personal attacks from the dais by Commissioner Patel. No resident should face that from a sitting commissioner, regardless of their views.I also witnessed her hyperbolic misrepresentations of historic preservation at General Plan Steering Committee meetings.
Thomas Braham is the commissioner this moment calls for. He is local, a licensed architect and AIA Fellow with thirty years of experience across the full project arc from entitlement through construction.
He has been a licensed architect in California since 2018. He participated directly in the Glazenwood historic district effort as a neighbor and understands that preservation and responsible growth are not opposites. The commission reviews design, compatibility, and historic resources every month. It needs someone who has spent a career making exactly those judgments.
The other applicants in the pool are well-intentioned, but none brings Braham's combination of relevant professional expertise, community engagement, and demonstrated commitment to both preservation and responsible growth. San Mateo's Planning Commission handles consequential decisions about the built environment every month. It deserves at least one member who has spent a career thinking about buildings the way architects do — from the inside out, with attention to what makes a neighborhood legible, livable, and worth preserving.
Seema Patel presided over one of the worst periods in San Mateo's history resulting in ugly buildings and many empty lots downtown. Please vote for balance. I urge you to appoint Thomas Braham on Wednesday night..

Her antics include “envelope gate”; using accusations about racism or elitism to get her way when none really existed; supporting gas appliance bans without data or public outreach and potential impacts on residences; supporting extreme housing related choices above the state maximum for no good reason, when most cities followed them as reasonable; calling residents racists because they just wanted to maintain a historic neighborhood regardless of who moved in; the Humboldt Bike Lane Fiasco which she supported costing the city millions to construct and calling valid concerns as simply “anti-bike”.
Her professional associations have been questionable with disgraced Mayor Amourence Lee. Her strong involvement with the Housing Leadership Council, Wiener, Corzo, Bonilla who are strong developer/union supporters significantly taints her objectivity and judgment
San Mateo deserves leadership that is grounded in honesty, substance/data, objectivity and accountability with no hidden alliances, agendas and threats regardless of ideology.
Thanks for taking the time to listen.

Subject: Don't Reappoint Seema Patel
Seema Patel shouldn't be reappointed to the Planning Commission. Please consider my concerns.
While Seema Patel may have had good intentions regarding the Humboldt bike lane project, her leadership on the issue has left many San Mateo residents feeling unheard, frustrated, and concerned about the direction of the City. In pursuing a plan that removed too many needed parking spaces from a neighborhood with many elderly, underserved, and minority residents, she appeared to overlook the very real worries people expressed about accessibility, safety, and daily quality of life.
What has been especially troubling for many of us in San Mateo is the sense that these concerns were too quickly dismissed as simply being “anti-bike,” rather than acknowledged as genuine fears from residents trying to navigate their everyday lives. This created growing confusion and tension within the community. Many now view the project as a costly and painful mistake that could require millions of dollars to correct.
At a time when residents were asking for balance, listening, and practical solutions, the response instead felt rigid and disconnected. Regardless of intent, the outcome has damaged trust between the Planning Commission and the public, leaving many questioning whether community voices were truly valued in the decision-making process.
That's why I'm asking the City Council not to reappoint Ms. Patel to the Planning Commission.
I'm deeply
worried about a commissioner who won't listen to reason.
Thank you for considering this request.

Subject: Seema Patel Reappointment
Dear Council Members,
I believe reappointing Ms. Patel to the Planning Commission would be a disservice to the City. For the role to be effective, commissioners need to come fully prepared for each issue—understanding the complexities and nuances before decisions are made. Given how critical these projects are to our City's future, we need team members who can do that homework consistently. I haven’t seen that in Ms.
Patel’s behavior.
I am also deeply concerned that planning commission members focus their decisions on objective guidelines and regulations rather than race or ethnicity. Our goal is to be a fair city where every applicant—regardless of their background—receives equal consideration based on the same standards we apply to everyone.
For those reasons, please do not reappoint Ms. Patel.
Best regards,
Anne

Subject: Public Comment for City Council Special Meeting on May 27th Members of the Appointment Subcommittee,
I wanted to write a letter in support of Seema Patel’s reappointment to the Planning Commission for a second term.
In my time so far as a planning commissioner, I have come to feel that our most important function is not necessarily the specific act of voting on one project or another. Instead, it is our responsibility to provide City Council with subject-matter expertise, informed commentary, and a variety of perspectives in advance of Council’s own work to enact policy. That variety of perspectives fundamentally improves the quality of our recommendations to Council.
In the two years that I have served on the commission with Seema, I have come to greatly appreciate both her passion for the role and her attention to detail on every matter which has come before us. I cannot think of a single meeting where Seema has not come prepared with insights that have improved the quality of our deliberations.
I took a moment to look over the applications, and I also find myself strongly in agreement with Commissioner Patel’s comment on the importance of institutional memory. Seema’s knowledge of the General Plan and our Housing Element, having worked on both, would be of great value to retain on the dais as the full implementation continues over the next several years.
Thank you for your consideration as you proceed with your deliberations on Wednesday.
Respectfully,

Subject: Appointment of Sema Patel
Dear Members of the San Mateo City Council,
I am writing to express my opposition to the appointment of Sema Patel to any position involving planning or development policy within the City of San Mateo.
At a time when San Mateo faces significant fiscal pressures, infrastructure strain, traffic congestion, public safety demands, and growing uncertainty surrounding future city budgets, the City should be exercising caution, balance, and restraint in its planning philosophy. This is not the moment for ideologically driven growth advocacy that risks placing additional burdens on already stressed public systems.
Ms. Patel has publicly aligned herself with aggressive YIMBY-oriented planning approaches that, in my view, place excessive emphasis on rapid density expansion without sufficient consideration for long- term infrastructure capacity, neighborhood stability, parking impacts, traffic circulation, water resources, fiscal sustainability, and overall quality of life for existing residents. A quick search of San Mateo Journal articles back up this claim as to her ideologies and bias.
San Mateo needs planning commissioners and advisors who recognize that growth must be carefully phased, financially supportable, and tied to measurable infrastructure readiness—not simply pursued as a policy objective unto itself. Residents deserve thoughtful stewardship that balances housing goals with the practical realities of maintaining a functional and livable city.
Many residents are increasingly concerned that City leadership is prioritizing speculative growth models and state-driven density targets over preservation of neighborhood character and long-term municipal stability. Appointing outspoken advocates of uncompromising high-density policies would further erode public confidence in the objectivity and balance of the planning process.
The decisions made over the next several years will have lasting consequences for San Mateo. We cannot afford planning policies that may create irreversible impacts while the City is simultaneously confronting difficult budget realities and deferred infrastructure needs.
I respectfully urge the Council to appoint individuals who demonstrate moderation, fiscal prudence, and a balanced understanding of community planning rather than those associated with highly ideological development positions.
Thank you for your consideration.
Sincerely,

Subject: Former Planning Commissioner’s Concerns RE: Reappointing Seema Patel Honorable Mayor and Councilmembers,
I previously served as a Planning Commissioner in Belmont, so I understand both the responsibilities of the role and the importance of public trust in land use decisions.
Planning Commissioners wield significant influence over residents, neighborhoods, and small property owners. Those decisions require fairness, restraint, humility, and a willingness to engage respectfully with people who may be unfamiliar with planning processes or intimidated by public hearings.
In my view, Commissioner Seema Patel has repeatedly demonstrated an ideological rigidity and rhetorical style that are poorly suited for this role. Too often, discussions appear driven by her predetermined worldview rather than balanced application of the City’s ordinances, policies, and practical realities.
Residents appearing before the Commission are often ordinary homeowners or small business owners with substantial personal and financial stakes in the outcome. They deserve commissioners who listen carefully, explain policies patiently, and approach disagreements with respect - not condescension or activism.
San Mateo needs Planning Commissioners focused on fair process, sound judgment, and community trust. I do not believe Commissioner Patel is the right person to continue serving in this capacity, and I respectfully urge the Council not to reappoint her.
Thank you for your service and consideration.

Subject: Seema Patel - an Asset to the City of San Mateo Dear Mayor and Members of the City Council,
I’m writing in strong support of Seema Patel’s reappointment to the San Mateo Planning Commission.
Seema brings something increasingly rare to public service: careful preparation, thoughtful independence, and the courage to say what she believes. She approaches issues with nuance and depth, taking the time to fully understand the details rather than relying on talking points or political convenience. Whether the topic is housing policy, zoning, transportation, or broader long-term planning, it’s clear that she studies the material thoroughly and thinks critically about the real-world impacts of decisions.
What I especially appreciate is that Seema is future-
oriented while still grounded in practicality. She asks hard questions, evaluates data carefully, and makes thoughtful recommendations that reflect both community needs and the realities San Mateo faces as a growing city. Even when discussions become contentious, she remains direct, respectful, and principled.
Seema is also willing to speak candidly and independently. She says what she means and means what she says, and that kind of integrity matters deeply on a commission making decisions that will shape San Mateo for decades to come.
Our city benefits from commissioners who are serious, informed, and unafraid to engage thoughtfully with difficult issues. Seema has consistently demonstrated those qualities, and I believe she is a tremendous asset to San Mateo.
I strongly encourage you to reappoint her to the Planning Commission.

Subject: Seema Patel-Wrong for San Mateo
Dear City Council Members,
I am writing to express my concerns regarding Seema Patel’s candidacy for City Council and her continued role in shaping San Mateo policy decisions.
Over the past several years, many residents have voiced concerns about Ms. Patel’s approach to development, housing density, neighborhood planning, and transportation policies. Repeatedly, community feedback appears to have been minimized or dismissed in favor of ideological positions that many residents feel do not reflect the needs of San Mateo neighborhoods.
I am particularly concerned about:
Support for aggressive upzoning and increased density with limited regard for neighborhood impact Dismissal of resident concerns regarding parking, traffic, and public input Alignment with political interests and activist agendas that many feel undermine local control A pattern of divisive rhetoric rather than collaborative leadership
San Mateo deserves leaders who listen respectfully to residents, seek balanced solutions, and prioritize transparency, accountability, and practical governance over political activism.
I hope the Council and voters carefully consider the importance of thoughtful, community-focused leadership as this election approaches.

She teaches by example. By communicating simply and clearly. By not putting on airs, but patiently disseminating complex topics to broaden engagement. If it weren’t for Seema I wouldn’t know what “by right” or “ministerial vs. discretionary” meant, or what SB330 was, or the Builder’s Remedy. And it’s all because she brought these things up in their relevant context to San Mateo, and explained everything clearly and concisely. I owe her a debt of gratitude for that. Seema has that rare combination of knowledge and insight guided by a strong moral compass. She deserves another term on the Planning Commission.

Subject: Possible renewing appointment of Seema Patel as Planning Commissioner Dear Council Members,
I strongly oppose the reappointment of Seema Patel as Planning Commissioner. There has been too much controversy surrounding her and her actions over the last few years to justify it.
A Planning Commissioner needs to show impartiality in the job in order to make fair decisions. There are so many examples where Ms. Patel has demonstrated she does not have that ability. We need someone in that job who will represent the residents of San Mateo, not be aligned with other political figures who have shown to not have the best interest of the City at heart.
San Mateo is at a crucial point of transition. Decisions about bike-lanes, height limits and density of buildings and traffic and infrastructure issues impact the lives of everyone in the city. This should not be a political decision. It should be a decision about what is best for San Mateo as a whole, not just special interests.
Please thoughtfully consider your decision.

Whether she is reviewing the Cycle 6 Housing Element, updating the ADU Ordinance, or meticulously cross-checking parcel data to expand the Housing Opportunity Overlay District, she brings a data-driven, problem- solving mindset to the dais.
By care fully listening to public input and relying on
objective standards, she consistently makes decisions that benefit the entire community rather than narrow interest groups.
Seema’s proven leadership as Chair and her unwavering commitment to our city's balanced growth make her an invaluable asset to the Commission. I strongly urge you to reappoint her for a second term.

I know you have been getting hundreds of emails and calls on both sides of this issue. This by itself tells us that this is a controversial appointment and EXTREMELY DIVISIVE. We do not need more polarization of our city and its residents. We need fair, even-minded commissioners that will study all sides of an issue and do what is best for the City of San Mateo and not solely represent special interest groups and developers. Her misdeeds and transgressions have been widely documented, this is not what the City needs. Seema Patel is not someone who reaches out to heal and build consensus.

Subject: Planning Commissioner Appointment
It is time for San Mateo to turn the page on divisive politics and the overreach of special interests with a hidden agenda.
To encourage more citizens to participate in city government, it is time to select a new Planning Commissioner rather than reappoint Seema Patel.
Plain and simple, this is overreaching and a power grab.
It is me to appoint a new commissioner who is not aligned with any one faction and that can go about their job with the best interests of the city in mind rather than pursue their own agenda.
Seema's has had her opportunity; to reappoint her is not a solution for the city to pursue as part of its future.
Please consider appointing a new Planning Commissioner who will act impartially.
Also, since Councilman Lorraine has endorsed Seema for a city council position; he should abstain from voting on this issue.
Thank you for your consideration in this matter.
Sincerely.

I understand Seema would like to be reappointed to Planning Commision as well as run for City Council.
There are 3 instances where Seema’s behavior have been troublesome for me.
She publicly called out a resident in my neighborhood insinuaƟng the resident was a slum lord based on false accusaƟons from a tenant. This resident presented her case in front of City Council and they voted in favor of the resident over the tenant. Seema spoke out against the landlord both at City Council meeƟngs and on Next Door. It was solely her opinion and not based in facts and offered no apology to the resident.
She posted what appears to be a fake picture of her family riding bikes in the controversial Humboldt Street bike lane which she strongly supported. She insinuated she and her family used the bike lane frequently. I tried to find the picture to include here but could not locate it.
A young boy 10 years old spoke at a City Council meeƟng telling of his experience aŌer over 200 parking spaces were removed to accommodate the Humboldt Street Bike Lane. He lives in an apartment and like most children who live in apartments, he played in the driveway kicking his soccer ball around. Because the parking had become so difficult the residents of the building agreed amongst themselves to use the driveway for parking. This eliminated his play area.
Seema used Next Door to minimize this boys experience and suggested he could simply go to MLK Park to kick his ball around. He was only 10! Would you send your child to the park alone that is 5 blocks away?
These 3 instances demonstrated to me that she is out of touch with reality and pushes her opinions regardless of the facts and creates scenarios to support her falsehoods.
I can’t support her for either posiƟon based on these 3 examples.
Thanks for reading.

I wanted to share my support for Seema Patel’s reappointment to the Planning Commission.
Over the last several years, Seema has clearly put a huge amount of time and effort into the role. She’s thoughtful, detail-oriented, and genuinely seems to care about making good long-term decisions for San Mateo. I’ve especially appreciated how seriously she takes the work and how willing she is to dig into complicated issues instead of just taking things at face value.
What also stood out to me personally was watching her during the community discussions and meetings around the Humboldt bike lane. Those conversations were often emotional and polarized, but she consistently came across as calm, respectful, and focused on understanding the broader impact on the community. I think that kind of steady and thoughtful approach is really valuable in public service.
I think Seema has been a strong asset to the Commission, and I hope you will consider reappointing her for another term.

Dear San Mateo City Council,
I'm a lifelong Giants fan, so excuse me if I use a baseball analogy here. I've always believed that our city commissioners should be like umpires -- neutral. But Seema Patel has made a career of being a player. You simply cannot be a "Housing Leader" for a special interest group, and then claim to objectively judge their development applications.
How can Seema Patel have an open mind, when her mind is already made up by the advocacy groups she leads?
You have five other applicants for the Planning Commission from which to choose. Please, find someone who doesn't have a trophy from the group they are supposed to be regulating.
Sincerely,

Subject: Planning Commissioner Process - Reject Patel's Renewal Mayor and Councilmembers -
Rarely should the renewal of a commissioner be controversial, but rarely has there been a commissioner so out of line and derelict in her duties as Seema Patel. To renew her would not just be a mistake, it would be outright irresponsible of you to do so. Don't be fooled by her outward attempts at rehabbing her image. We have years of evidence proving who she is at her core and I promise you that has not changed one iota.
You will hear many arguments for and against Patel, but your decision can not focus on her positions, but rather her BEHAVIORS. There are several incontrovertible facts that make her unfit for office. She has on multiple occasions overreached in her authority. She has assumed an activist role that has excluded the diverse desires and viewpoints of San Mateans. Most importantly, she has routinely and frequently disrespected and shown outright disdain for those who have spoken up and do not share her specific, narrow viewpoints. These three key things should make your decision extremely easy, especially given very viable alternatives who will better serve the community.
Patel has displayed arrogance beyond the pale, and a temperament ill-suited to public office, calling residents racists, Karens, and other insults while in her role. She called an entire cohort of neighbors racist for daring to oppose a project, going on a 20-minute rant about her personal experiences that had literally nothing to do with the project at hand. Her attitude has generally been an "I know better than you so I'm going to move in this direction regardless" approach.
During the GP 2040 process—one touted as very comprehensive in seeking community input— she put forth a more extreme development option beyond even the most extreme height and density option presented by the committee. An outrageous and inappropriate power move well outside the boundaries of a planning commissioner. It wasn't about the community; it's always about her personal ideologies. If you're not with her, you're against her.
When San Mateo submitted its hard-fought housing element to the state, Patel along with disgraced commissioner Adam Nugent, put together a 75-page PowerPoint they sent directly to the HCD trying to derail approval of the element by claiming it did not go far enough. Again, the housing element was the product of literally years of community input and diligent efforts by staff and outside consultants, and Patel and Nugent assumed they knew better and tried to derail it. No doubt that submission is a huge part of the reason San Mateo had to go through several more revisions, taking a few years and costing millions more. She's not playing for team San Mateo, and she's a liability to our city.
She is (and indeed remains) a supporter of, and is supported by, many of the same highly problematic, if not outright corrupt, past electeds like Amourence Lee, who infamously concocted a fake council appointment tampering scheme, and the aforementioned Adam Nugent.
She has abused her power on NextDoor as a lead, and along with fellow activists have had numerous people who disagree with her suspended and even kicked off the platform. She continues to abuse this power today, refusing to step away as a lead despite the massive conflict of interest and pattern of abuse. This could arguably be her most egregious offense given the frequency of her abuse and its targeted use to silence dissenting voices on the social platform with the greatest neighborhood reach.

2 We have seen what happens when these kind of people are given power - San Mateo has paid a heavy price and has had to fight hard to remove them and restore rationality, dignity and respect to our city and its institutions. Renewing Patel as a Planning Commissioner would be a huge step backward. San Mateo needs to move forward and make much better decisions, by appointing and electing real representative - not activists - who will respect ALL San Mateans, not just their chosen little bubble of ideologues who try to throw the loudest tantrums at meetings and create more noise than substance, who eschew compromise, and reduce participation to the lowest common denominator.
Sincerely - Michael Weinhauer

Subject: Dissapointment with Seema Patel
Dear Mayor and Members of the City Council,
I am writing to express my opposition to Seema Patel’s reappointment to the San Mateo Planning Commission. While public service requires difficult decisions and thoughtful analysis, I do not believe her continued tenure reflects the balanced and community- responsive leadership San Mateo needs at this time.
Over the past five years, many residents have felt that the Planning Commission has become increasingly disconnected from neighborhood concerns and overly focused on advancing dense development policies without sufficient consideration for their long- term
impacts on infrastructure, traffic, parking, public safety, and quality of life. As Chair and commissioner, Seema Patel has played a central role in shaping and advancing those policies.
Although she is often described as data-driven, many community members feel that public input has too often been minimized or treated as secondary to predetermined outcomes and state mandates. Effective leadership requires not only technical expertise, but
also genuine responsiveness to residents who will live with the consequences of these decisions for decades.
San Mateo benefits from commissioners who approach planning issues with greater balance, independence, and willingness to challenge one-size-fits-all development approaches. At a time when many residents are asking for more transparency, broader representation, and stronger consideration of neighborhood impacts, I believe new leadership on the Planning Commission would better serve the community.
For these reasons, I urge the City Council not to reappoint Seema Patel for another term.
Sincerely,

Dear Honorable Members of the City Council,
For some reason, I thought we had until June to submit our letters about the importance of not reappointing Seema Patel to the Planning Commission. I have been personally attacked by Seema Patel for several years. Note that I am a private citizen, and I have never had a conversation with Patel, except for when I make comments in the San Mateo Daily Journal or on social media or in front of the Planning Commission. She knows nothing about me personally except for what I have shared in public forums. You will see some of those interactions in the attachment and link in this letter.
I cannot stress strongly enough that as leaders of our wonderful city, Council cannot appoint anyone who has a documented record of personally attacking private citizens who simply do not agree with the agenda Seema Patel is so dedicated to, and is dedicated to over and above any consideration of residents.
You received the Statement of Position from Ethics San Mateo in January 2024, outlining the activism of several Commissioners, including Seema Patel. Dialogue on her activities start at page 16, and
I encourage you to review it before tomorrow evening. The SOP can be accessed here: https://ethicssanmateo.com/wp-

2 For my own story, my first encounter with Seema Patel was hearing her insinuate that
I and many of my neighbors were racist because we
were opposing a historic home from being destroyed in our neighborhood. Because of my own busy life, I had no idea the family who wanted to demolish the home were Black. But I was a racist according to Seema Patel.
The name calling and bad behavior didn’t stop there. Seema Patel invented a story that I am homophobic because I made a
comment saying she was “…doing a good job of grooming him to spew hate at good people…” (the full text can be seen in the SMDJ comment attached). Suddenly, according to Seema Patel, the word “grooming’ is only used by anti-LBGTQ+ folks, but googling the definition doesn’t confirm that - see the
attached screenshot. But this
is a signature Seema Patel move - twist the truth so tightly that it screams. She also got a buddy on Stonewall Democrats to diss me without even trying to contact me. I reached out to them via Facebook telling the true story, but truth wasn’t what they were after. They blocked me after calling me a “Karen.” And ironically, that is not the definition of a “Karen” either…
Seema Patel is an unabashed activist. She wears her activism proudly and any behavior justifies pushing her agenda forward. You will see in the SOP several pictures of Seema Patel at YIMBY Galas. I have also attached some pictures at the most recent YIMBY Gala, as it shows her continued radical activism.
These are the highlights of my personal experience with Seema Patel.
There are more, but I think you get the idea.

3 There is no one more deserving to be kicked out of a
Commission than Seema Patel. You have the documentation. Please do the right thing for San Mateo residents and put them ahead of special interests, activists, and corrupt behavior. Do Not Reappoint Seema Patel!
Thank you,
Connie Weiss

Subject: Recommendation to Reappoint Seema Patel
Dear Mayor Loraine and City Council Members
Respectfully, I recommend the reappointment of Seema Patel to a second term on the San Mateo Planning Commission. Seema is a quite qualified individual, with a practical background and technical knowledge in planning in both the public and private sectors. She has significant experience bringing complex projects to fruition.
With developers in San Mateo having so many projects in the planning stages, it is so important that someone like Seema be on the Commission, one who understands how to deliver RHNA requirements.
San Mateo has already seen so much construction of new housing for above moderate income and moderate income families, but it is the deeply affordable housing needs that need very special attention. Seema Patel will offer that balanced perspective.
Thank you
Robert (he, him)

I’d like to express my support for reappointing Seema Patel for a second term to the Planning Commission.
She has done an excellent job on the Commission. She is very organized and detail oriented, and also very knowledgeable about the issues around the projects we see as Planning Commissioners.
I think appointing her to a second term makes sense for continuity and since there’s a learning curve, it makes sense for the Planning Commission.
Thank you,

I am writing to express my strong support for Seema Patel's reappointment to the San Mateo Planning Commission. Over the past five years, Seema has proven to be an exceptionally dedicated public servant, guiding our city through some of its most complex and consequential land-use policies with a steady, objective hand. I also served with her on the Board of the League of Women Voters of North and Central San Mateo County and saw firsthand her commitment to serving our community.
What sets Seema apart is her analytical rigor and deep subject matter expertise. Whether she is reviewing the Cycle 6 Housing Element, updating the ADU Ordinance, or meticulously cross-checking parcel data to expand the Housing Opportunity Overlay District, she brings a data-driven, problem- solving mindset to the dais.

Dear Mayor Loraine and Members of the City Council,
Please consider the appointment of Thomas Braham to the Planning Commission.
Mr. Braham’s extensive technical knowledge as a practicing architect for 30 years, his refined design judgment, and effective communication skills make him an exceptional candidate for this commission.
In the past, we have had multiple architects serving on the Planning Commission concurrently. This would be a significant advantage to have another experienced architect, enabling these new projects to blend more effectively with the existing neighborhoods and our Historic Downtown. Additionally, Mr. Braham is committed to preservation and responsible growth.
We require a fair and impartial individual to be appointed who does not have a conflict of interest with any special interest housing group they currently align themselves with.
Mr. Braham is an ideal candidate for appointment to the Planning Commission.
Thank you for your consideration.
Sincerely,
Laurie Watanuki

Subject: Planning Commissioner Reappointment
Dear City Council Members,
It is with great sadness that I write to you in opposition of the reappointment of Commissioner Patel.
Commissioner Patel has personally articulated that she was meeting with Windy Hill ventures on the Fish Market project while aggressively advocating for Measure T on Nextdoor, which crippled our community's ability to voice their concerns. Commissioners must present themselves as politically agnostic while executing their duties in public, and on social media, despite their personal opinions.
From a personal perspective, the special interest groups of which Commissioner Patel is a leader have inappropriately and disrespectfully characterized me as a 'tinfoil hat' for advocating protections against harmful radiation with the 5G cell towers. This does not rise to the high standards of San Mateo Commissioners and lacks maturity.
Although not illegal, the mere appearance of ethical misconduct should be sufficient to disqualify Commissioner Patel from reappointment. I am sure there are more qualified candidates without the baggage.
Warmest Regards,
Vikash J. Bhagwandin, Ph.D.

Seema brings a thoughtful, balanced, and deeply community-minded perspective to the role. I’ve especially appreciated her willingness to engage thoughtfully on housing, growth, and long-term planning challenges facing our city.

At a time when our city is navigating important decisions about housing and development, continuity and experienced leadership on the Planning Commission matter.

Subject: Urging you to reappoint Seema Patel to Planning Commission Dear Mayor, Deputy Mayor, and Members of the City Council, I am writing as President of the San Mateo County Asian American Pacific Islander (SMC AAPI) Alliance — and as a colleague, fellow advocate, and friend — to express my strong support for Seema Patel's reappointment to the San Mateo Planning Commission. As we close out AAPI Heritage Month, I can think of no better way to honor the spirit of this moment than by urging you to retain one of the most capable and committed public servants San Mateo has.
I have had the privilege of working alongside Seema for several years, both through our professional collaboration and through her longtime involvement with the SMC AAPI Alliance, where she serves as an active member and former board member. In that time, I have watched her navigate some of San Mateo's most complex and consequential land-use decisions with rigor, humility, and an unwavering commitment to equity. Every claim she brings is backed by data. Every initiative she leads is thoroughly researched. Her analytical depth on housing policy is genuinely unmatched in this region, and I say that having worked in data and policy spaces myself.
What sets Seema apart isn't just her expertise, it's how she uses it. She approaches planning with deep respect for her colleagues, a genuine desire to hear from the public, and a clear focus on what is best for San Mateo in the long run. She has also generously shared that knowledge with our community, including our high school fellows in the AAPI Alliance's Rising Stars Fellowship. She holds a seat at the table, but she brings us chairs.
I also want to speak plainly about what Seema's presence means to our community. As an Indian American woman myself, I am acutely aware of how difficult this moment is for South Asians in this country. Anti-Indian racism and violence are on the rise, and representation in civic leadership is protective, empowering, and necessary. She fights for our community not just in name, but in practice, every time she shows up to that commission.
Seema has served with distinction, including as Chair, and her reappointment is simply what is right for San Mateo. I urge you to act accordingly. The city, and frankly the county, would be the lesser for losing her.
Sincerely,
Uma Rao Krishnan

Dear council members,
I am writing in support of Seema Patel’s appointment to the Planning Commission.
In her tenure on the Commission, she has proven her dedication for the public good through exceptional rigor and deep understanding of complex land use policies.
Few others possess the rigor, subject matter expertise, and passion for safeguarding the interests of citizens as a whole.
We need people like her who work to represent the broad community interest. It would be easy to listen to just the interests of the loudest few. But Patel does the hard work to get the data and listen to the wider range of voices.
We need Patel’s leadership and I urge you to reappoint her.
Sincerely,

To Whom it may Concern,
I am writing in strong support of the reappointment of Seema Patel to the City of San Mateo Planning Commission.
During her tenure on the Planning Commission, including her service as Chair, Seema has consistently demonstrated professionalism, integrity, and a deep commitment to the City of San Mateo. She approaches every project and policy matter with thoughtful analysis, preparation, and genuine care for the community we serve.
As a fellow Planning Commissioner, I have had the opportunity to work closely with Seema and witness firsthand her exceptional leadership and knowledge of the complex issues facing our city. Whether discussing housing policy, commercial development, zoning updates, objective design standards, or broader planning ordinances, Seema is always well-versed in the subject matter and contributes meaningful insight to the discussion.
What has stood out to me most is her ability to balance a strong understanding of evolving state legislation while remaining a steadfast advocate for the residents and constituents of San Mateo. She understands the importance of thoughtful growth, community character, and responsible planning, and she consistently ensures that community voices remain part of the conversation.
On a personal note, when I joined the Planning Commission as a new commissioner, Seema immediately welcomed me and took the initiative to help me get up to speed. Her mentorship, professionalism, and willingness to support her colleagues reflect the type of leadership that strengthens the entire Commission.
Seema Patel has served the City of San Mateo with distinction, and I firmly believe her continued service on the Planning Commission would be a tremendous benefit to the City and its residents.
