Recreation Special Event Support Services — Agreement
RECOMMENDATION:
Approve a one-year agreement for special event support services with Perry Thorwaldson, Sole Proprietor of Thor Audio Solutions for an amount not to exceed $108,940; authorize the Parks and Recreation Director to exercise up to two one- year extensions for up to $120,000 each year, for a total not to exceed amount of $348,940 over three years; establish a contingency reserve of $34,894 and authorize the Park and Recreation Director to execute the agreement, extensions and amendments in substantially the form presented.
BACKGROUND:
The Recreation Division Special Events Team contracts with various vendors to provide specialized equipment for events sponsored by the City. This equipment includes staging, tents, dance floors, and audio/visual support. City staff issued a formal request for proposal (RFP), which was posted on the City website and published in the San Mateo Daily Journal on Friday, March 20, 2026 and March 27, 2026. Perry Thorwaldson, Sole Proprietor of Thor Audio Solutions, was the sole bidder. The City has experience working with this vendor, and it has been positive. Perry Thorwaldson, Sole Proprietor of Thor Audio Solutions, has been providing quality services for the City of San Mateo's special events since 2016 and can provide all services requested in the RFP scope.
BUDGET IMPACT:
Funds have been budgeted in the FY 26-27operating budget, and this agenda report is for contract authority only.
ENVIRONMENTAL DETERMINATION:
This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
