Downtown Cleaning Service — Amendment
RECOMMENDATION:

Approve Amendment No. 2 to the agreement with Frank & Grossman Landscape Contractors, Inc. to increase the agreement amount by $101,400 for the current fiscal year; execute the second of two optional, one-year extensions to extend the term of the agreement through June 30, 2027; increase the agreement by an additional $500,000 for the 2026- 27 fiscal year term, for a revised total agreement amount of $2,101,400; and authorize the Public Works Director to execute the amendment in substantially the form presented and issue amendments within the agreement amount.

BACKGROUND:

The Downtown San Mateo Commercial District (Downtown) is one of the largest on the Peninsula and includes numerous retail and restaurant storefronts, as well as a movie theater. Serving as a dining and recreation destination for visitors throughout the area, extensive cleaning is needed to keep its streets and parking garages clean and visually attractive.

Due to increased pedestrian activity and associated litter in the Downtown area, staff have identified the need to expand cleaning services. Under the original scope of work, a single day porter was scheduled five (5) days per week, including one weekend day per week. As service demands increased, an additional porter was added to maintain cleanliness standards, effectively expanding coverage to seven (7) days per week. To better support ongoing maintenance needs and enhance public safety, staff recommend continuing this increased level of service by providing porter coverage seven days per week, along with an additional six hours of daily service.

In June 2025, Amendment No. 1 was approved by the Public Works Director to extend the agreement term through June 30, 2026, utilizing the first of two optional one-year extensions, and increase the total agreement amount from $1,000,000 to $1,500,000.

Amendment No. 2 would provide an additional $101,400 to support the increased service through June 30, 2026. In addition, staff recommends exercising the final optional one-year extension, extending the agreement term through June 30, 2027, and increasing the agreement amount by $500,000 for the increased service. Amendment No. 2 would increase the Agreement by a total of $601,400, for a revised total agreement amount of $2,101,400.

BUDGET IMPACT:

Approval of Amendment No. 2 will increase the agreement’s not-to-exceed amount by a total of $601,400, which includes $101,400 for expanded porter services and $500,000 associated with the one-year term extension, for a revised total contract amount of $2,101,400. Funding for the additional porter services for the current fiscal year is budgeted in the Street Sweeping operating budget in the Solid Waste Fund. Funding for the $500,000 increase to exercise the final optional one-year term extension has been requested as part of the budget development process for FY 2026-27 and is subject to

Council approval of the budget. Staff will return to Council after July 1, 2026, to request additional funding to maintain the expanded porter services for FY 2026-27 as needed.
