Annual Sewer Basin Rehabilitation On-Call Design Services — Amendments RECOMMENDATION:
Approve an amendment to an agreement with CSG Consultants for on-call professional services to increase the agreement amount by $350,000, for a new total agreement amount of $1,850,000, and extend the term of the agreement to February 2029; approve an amendment to the agreement with Wilsey Ham dba WHB Engineers, Inc. for on-call professional services to increase the agreement amount by $1,250,000, for a revised total agreement amount of $2,750,000, and extend the term of the Agreement to February 2029; approve an amendment to the agreement with Freyer & Laureta, Inc. for on-call professional services to extend the agreement term to February 2029; and authorize the Public Works Director to execute the amendments in substantially the form presented and issue project-specific task orders under these agreements.
BACKGROUND:
The Clean Water Program (CWP) includes significant infrastructure upgrades at the Wastewater Treatment Plant (WWTP) and throughout the sanitary sewer collection system to improve wastewater system capacity, flow management, and reduce inflow and infiltration to comply with regulatory requirements. Cleaning and video inspection of sanitary sewer mains is needed to identify locations for repair, rehabilitation, or replacement of sewer mains. Professional and design services are necessary to complete the planned sewer rehabilitations.
On July 18, 2022, City Council approved professional consultant services agreements with Schaaf & Wheeler, CSG Consultants (CSG), Wilsey Ham DBA WHB Engineers, Inc. (Wilsey Ham), and Freyer & Laureta, Inc. (Freyer & Laureta) to provide sewer rehabilitation design services for the CWP. Each agreement established a budget of $1,500,000 with 5-year terms. The scope for on-call services included: management and performance of sewer cleaning and video inspection, evaluation of inspection data, developing bid documents (plans, details, specifications, construction cost estimates), bid support services, and providing services during construction for sewer rehabilitations. The City’s sewer collection system is split into five basins. Since the July 2022 Council approval, the four firms have been issued task orders to work on specific sewer basins.
CSG was issued a task order to work on Basin A and is in the process of CCTV data evaluations and initial design work. Due to rising CCTV costs, the CCTV phase of CSG’s work costs more than predicted when the design services agreement was issued. An increase in budget is necessary so that CSG may continue their work on Basin A with detailed design in Summer 2026 and provide services during construction when Basin A begins construction in Fiscal Year 2026-27. The proposed increase to the agreement of $350,000 would provide sufficient budget for CSG to support City staff through the completion of the Basin A project.
Wilsey Ham was issued a task order to work on the El Camino Real and Large Diameter Sewer Rehabilitation project and has provided a proposal to begin work on the next Basin E sanitary sewer rehabilitation project, which would include CCTV

and design. CCTV inspection services are complete for the El Camino Real project, and Wilsey Ham is currently working on the detailed design process, with construction expected to start in Fiscal Year 2026-27. The current agreement includes enough budget for Wilsey Ham to complete the El Camino Real project through construction, but not enough for Wilsey Ham to begin work on Basin E. Originally, staff intended for each consultant to work on one Basin design/construction project. The proposed increase to the agreement of $1,250,000 would allow Wilsey Ham to complete efforts through the construction of Basin E in addition to their current El Camino Real project.
Freyer & Laureta was issued a task order to work on Basin D and has completed the detailed design phase. Construction is expected to begin at the beginning of Fiscal Year 2026-27. No increase to the agreement amount is required for Freyer & Laureta to complete the Basin D project.
No amendment is needed for Schaaf & Wheeler’s agreement.
Staff finds the proposed budget increases for CSG and Wilsey Ham reasonable given the required scope and expertise, and recommends extending the agreements with CSG, Wilsey Ham, and Freyer & Laureta by two years and six months to February 2029 to provide services through the completion of construction on their respective projects.
BUDGET IMPACT:
There are sufficient funds available in the CWP Annual Citywide Sanitary Sewer Rehabilitation Project (46s091) to fund the recommended amendments.
ENVIRONMENTAL DETERMINATION:
The underlying sewer rehabilitation projects, which the consultants are currently working on are each exempt from CEQA as an “existing facility,” because each project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
