Agenda Number: 9 Section Name: CONSENT CALENDAR Account Number: 18-6117 File ID: 26-11213 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: June 01, 2026
SUBJECT:

Parks and Recreation Bulk Printing and Mailing Services – Agreement RECOMMENDATION:

Approve a one-year bulk printing and mailing services agreement with FolgerGraphics, Inc. for an amount not to exceed $150,000; authorize up to two one-year extensions for up to $150,000 each year, for a total not to exceed amount of $450,000 over three years. Authorize the Parks and Recreation Director to execute change orders, extensions, or amendments.

BACKGROUND:

The Parks and Recreation Department uses mail house services for printing, postage, and distribution of messaging to the public. Messaging primarily includes quarterly activity guides, notification postcards, project updates, community meeting invitations, surveys, and any other large-scale announcements that surpass in-house staff’s capacity to produce them.

Printed communications are a key method to disseminate messaging to the public and have been identified by prior community surveys as an effective and accessible way for residents to receive information from the City.

The Department issued a Request for Proposals for bulk printing and mailing services in April 2026 and received six responses. AMS Printing, SENDnLINK, Commerce Printing Services, FolgerGraphics, Inc., Precise Mailing, and Bay Central Printing all provided complete responses, offered competitive pricing and quick turnaround times. FolgerGraphics, Inc. has experience producing and mailing quarterly activity guides and other notices as a vendor for the City’s Parks and Recreation Department. Staff selected FolgerGraphics, Inc. as the preferred vendor due to their competitive pricing, value, and experience. Staff recommends entering into a one-year agreement with FolgerGraphics, Inc. with the option to renew for two additional one-year extensions in an amount not to exceed $150,000 annually, for a total not to exceed amount of $450,000 over three years.

BUDGET IMPACT:

Funds have been budgeted in the 2026-27 operating budget, and this agenda report is for contract authority only.

ENVIRONMENTAL DETERMINATION:

This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
