Agenda Number: 5 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 26-11184 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 01, 2026
SUBJECT:
Citywide Street Rehabilitation Package 7B – Agreement
RECOMMENDATION:
Approve an agreement with Nichols Consulting Engineers, Inc. for design services for the Citywide Street Rehabilitation Package 7B project in an amount not to exceed $753,500; establish a contingency reserve of $76,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and approve amendments, including no-cost time extensions, within the contingency amount.
BACKGROUND:
The City owns and maintains pavement assets consisting of approximately 200 miles of streets, bike paths, and alleyways.
The Pavement Management Program (PMP) is managed by Public Works and implements the annual pavement maintenance and capital improvements that cannot be performed by the City’s field maintenance crews.
On February 8, 2024, the City issued a Request for Proposals (RFP) for Engineering Design Services for multiple projects including Citywide Street Rehabilitation Packages 6B-1, 6B-2, and 7B (PMP 7B). This package of projects includes streets requiring more significant paving/reconstruction efforts. The City received a total of six proposals, which were evaluated on the proposed project team, approach, and estimated level of effort. Nichols Consulting Engineers, Inc. (NCE) was identified as the highest ranked proposal based on experience with similar projects, comprehensive approach, and favorable references. In addition, NCE’s proposed scope, schedule, and budget all align with the City’s needs.
Based on the above, staff recommends entering into a design professional services agreement with NCE to perform the design services for the PMP 7B project in an amount not to exceed $753,500 and establish a contingency of $76,000 (10% of the contract budget) to cover any unforeseen changes during the design process. Staff anticipates advertising the project for construction in May 2027.
BUDGET IMPACT:
There are sufficient funds in the Citywide Street Rehabilitation Program (Project No. 469997) project budget to award this agreement and establish the contingency reserve.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
