Measure S Oversight Committee, Personnel Board, and Mosquito and Vector Control District Board:
The City Council’s adopted rules and procedures call for a minimum of three applicants per vacancy. Because fewer than three applications were initially received for the Measure S Oversight Committee, Personnel Board, and Mosquito and Vector Control District Board vacancies, the City Clerk was required to extend the recruitment period. The minimum number of applications has now been received, and staff anticipates returning to the City Council with additional appointment recommendations at the June 15, 2026 Regular Meeting.

Recruitment Analysis:
This year’s annual Boards and Commissions recruitment marks the third full implementation of the City Clerk’s Office’s Outreach Success Plan, an initiative designed to expand public engagement and diversify the applicant pool. The 2026 Boards and Commissions recruitment cycle received 101 total applications, representing the second-highest application total since 2021 and continuing the strong participation levels established in 2025. Total applications increased significantly from 60 applications in 2024 to more than 100 applications in both 2025 and 2026, reflecting sustained community interest in civic engagement opportunities. Youth engagement saw substantial growth, with Youth Commissioner applications increasing from 20 in 2025 to 38 in 2026, nearly doubling year over year.
Key to this success was the launch of a targeted digital advertising campaign, including strategic social media placements and audio content, to raise visibility and drive traffic to the Boards and Commissions application portal. In tandem, the Clerk’s Office expanded its direct outreach to community-based organizations, ensuring that information about civic service opportunities reached a broader and more representative cross-section of San Mateo residents. The table below shows applications received per advisory body between 2021 and 2026.
BUDGET IMPACT:
There is no budgetary impact from this administrative action.
ENVIRONMENTAL DETERMINATION:
These appointment recommendations are not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
